On the afternoon of August 23, Politburo member and Prime Minister Pham Minh Chinh chaired a meeting of the Standing Committee of the Government and Government Party Committees on assessing the situation after 2 months of operating the two-level government; draft reporting to the Politburo and the Secretariat on the handover and management of public assets and headquarters after the arrangement and organization of local government at both levels.
Speaking at the meeting, the Prime Minister stated that in the early stages of the operation of the two-level local government, there are still many difficulties and challenges that need to be focused on solving so that the apparatus can operate smoothly, smoothly, synchronously and effectively.
These include the arrangement and assignment of personnel, infrastructure, finance, budget, data digitalization, asset handover, arrangement of headquarters, public assets, arrangement of housing for officials, etc., especially problems related to land, assets, finance, payment to people retiring early.
The Prime Minister requested the delegates to comprehensively evaluate the results achieved in the recent past; what is not yet achieved, limitations, inadequacies, difficulties, obstacles and solutions to resolve, in the spirit of wherever there are difficulties, resolve them there; resolve the problems at which level, that level will resolve them.
The Prime Minister also requested to review and evaluate the progress of implementing the conclusions of the Government and the Prime Minister; perfecting legal institutions.
Propose practical, appropriate and effective solutions to build and strengthen the model of local government at both levels to operate smoothly, synchronously, effectively, and without problems; especially, it is necessary to design a measurement tool to measure the implementation of this work.
Requesting agencies to continue to actively participate, the Prime Minister noted that after the restructuring of the apparatus, administrative boundaries have created new development space, thereby raising the issue of planning and exploiting new space.

According to Minister of Home Affairs Pham Thi Thanh Tra, after nearly two months of implementing the operation of local governments according to the 2-level model, many important results have been achieved.
Localities have completed the arrangement and consolidation of People's Councils and People's Committees at the provincial and commune levels; 465 specialized agencies under the People's Committees of 34 provinces and cities and 9,916 specialized departments under the People's Committees of 3,321 communes, wards and special zones have been established.
The Public Administration Service Centers have come into operation. To date, 32/34 localities have established 3,139 Commune-level Public Administration Service Centers; Hanoi and Quang Ninh province operate according to the model of a one-level Public Administration Service Center and organize branches or public administrative service points.
From July 1 to August 19, the country received a total of nearly 4.4 million records, of which 74.7% were submitted online. Ho Chi Minh City is still the locality with the highest number of records with 645.5 thousand records, while Dien Bien has the lowest number of records with nearly 15,000 records.
Regarding the arrangement, arrangement and handling of headquarters and public assets, according to the Ministry of Finance, by August 15, 2025, the total number of surplus houses and land that need to be handled is 16,124, of which 6,704 are real estate facilities arising from the arrangement of administrative units.
For cars alone, there are currently 354/3,321 commune-level administrative units that have not been equipped with cars. Along with that, up to now, there are still 601/3,321 commune-level administrative units that have not met the requirements for machinery and equipment and have not mainly met the requirements for the quality of machinery and equipment for service.
