The Government Office issued Document No. 417/TB-VPCP announcing the conclusion of Prime Minister Pham Minh Chinh at the 6th conference of the Southeast Regional Coordination Council and the 4th Conference of the Steering Committee for the implementation of Resolution No. 98/2023/QH15 on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.
The Prime Minister assigned the Ministry of Finance to preside over and coordinate with localities in the Southeast region to focus on:
Review and remove institutional problems for the region in the direction of strengthening decentralization, delegation of authority, and reducing compliance costs.
Review and update the zoning plan in accordance with the rearrangement of provincial-level administrative units and the orientation of new socio-economic zoning in the direction of integrating in a scientific, effective, and creative manner, based on practice, not mechanical addition.
Determine the contents that need to be updated and adjusted in the Resolution of the Politburo on socio-economic development, ensuring national defense and security in the Southeast region, and report to competent authorities according to regulations.
Localities in the region urgently review and adjust provincial-level planning to suit and maximize the potential and advantages of new development space after the arrangement.
Regarding a number of key infrastructure projects, the Prime Minister requested:
Ho Chi Minh City Ring Road 4 Project: Localities in the region must promptly complete investment procedures to implement the project, focusing on unlocking institutional resources to apply specific mechanisms and policies on mineral exploitation, bidding, without having to appraise sources and capital balance capabilities. Do not let negativity, corruption, or waste happen.
Can Gio International Transit Port Project: Ho Chi Minh City People's Committee focuses on directing to soon organize the selection of investors to implement the project according to regulations.
Long Thanh airport project: The Ministry of Construction urges the investor to strongly direct, mobilize maximum human resources, equipment and completely resolve problems to ensure the overall progress of the entire project to be inaugurated on December 19, 2025.
International Financial Center in Vietnam: Ho Chi Minh City People's Committee, Da Nang City People's Committee proactively coordinate with relevant ministries and branches to urgently implement Resolution No. 222/2025/QH15 dated June 27, 2025 of the National Assembly.
The Ministry of Finance and relevant ministries and agencies, according to their functions and tasks, are assigned draft Government Decrees guiding the implementation of Resolution No. 222/2025/QH15 dated June 27, 2025 of the National Assembly, and submitted to the Government in September 2025.
For regional transport projects, the Prime Minister requested the Ho Chi Minh City People's Committee to preside over and coordinate with the Dong Nai Provincial People's Committee, the Ministry of Construction and relevant ministries and agencies to urgently study and propose to the Prime Minister in the third quarter of 2025 on the policy and plan for transport connection (rail, metro) between Tan Son Nhat and Long Thanh airports.
The Prime Minister requested Ho Chi Minh City to actively implement the two-level local government model, ensuring stable and smooth operation, serving people and businesses better and better.
Focus on promptly and effectively overcoming shortcomings, limitations, and problems in the operation process; focus on training, coaching, guidance, and capacity building for commune-level units.
Synchronously deploy tasks and solutions to promote economic growth, including maximizing new development space, effectively exploiting land, infrastructure, and human resources, attracting new investment.
