Recently, the People's Committee of Hoa Binh province held a conference to agree on transferring state management tasks from a number of departments and branches to the Hoa Binh Provincial Police.
Accordingly, Hoa Binh Provincial Police will take over the management of drug addiction treatment and post-drug treatment from the Department of Labor - Invalids and Social Affairs (DOLISA); state management of criminal records and issuance of Judicial Records from the Department of Justice; management of road motor vehicle driving licenses from the Department of Transport (GTVT); management of network information safety and security from the Department of Information and Communications (TTTT).
After approval, Hoa Binh Provincial Police proposed that the Department of Labor, Invalids and Social Affairs transfer the original facilities and documents from the drug rehabilitation centers to the Provincial Police. While waiting for the official handover, the Department of Labor, Invalids and Social Affairs still ensures the regime and policies for the staff.
Regarding testing management and issuance of driving licenses, Hoa Binh Provincial Police will receive machinery systems at testing centers and continue to process old records before February 19.
In the first phase, the issuance and renewal of driving licenses still use the form of the Ministry of Transport. After receiving management, the granting of a driving license will be done in an electronic environment, people will receive a driving license after 3 months.
Regarding the management of judicial records and network information security, Hoa Binh Provincial Police only take on functions and tasks, not personnel.
Along with that, the Department of Health was assigned to receive Methadone treatment tasks from drug rehabilitation centers.
Chairman of the People's Committee of Hoa Binh province Bui Duc Hinh emphasized the need for agencies to coordinate closely, ensuring the transfer on schedule, without interruption of work.
The leaders of Hoa Binh Provincial Police also proposed to keep the 2025 funding source for drug rehabilitation centers and transfer it to the Provincial Police to ensure operations.
If qualified, officers at the drug rehabilitation center will be considered for admission to the Provincial Police.
