Mr. Phan Van Manh (character's name has been changed) registered to reside in Cai Con Hamlet, Dai Thanh Commune, Nga Bay City, Hau Giang Province.
However, Mr. Manh's father sold his house and land and the whole family went to work for hire in another province (Binh Duong province) and has not returned to the locality for a long time.
In 2023, Mr. Manh returned to the locality once to request an identification number and an ID card, but the locality informed him that he had been exiled, there was no information on the National Population Database. Therefore, Mr. Manh's whole family did not have an ID card, only ID card.
In September 2024, Mr. Manh returned to the locality once again but the authorities still reported that his khaufication had been deleted. He applied to import it elsewhere with the consent of the household owner, but was still not supported to transfer it.
"Currently, I really need an ID card to serve my work as well as my child's documents, the Ministry of Public Security would like to ask me, in my case, what procedures must I follow to be granted an ID card?" - Mr. Manh wondered.
Regarding Mr. Manh's petition, the Ministry of Public Security responded on the Electronic Information Portal.
The Ministry of Public Security said that according to Article 19 of the 2023 Law on Identification, all Vietnamese citizens are granted ID cards.
At the same time, according to the provisions of Article 4 of Circular No. 17/2024/TT-BCA dated May 15, 2024 of the Minister of Public Security, the content shown on the ID card for information on the place of residence is regulated;
In case the person requesting the issuance, exchange or reissuance of the ID card does not have a permanent or temporary residence due to not meeting the conditions for permanent or temporary residence registration, the information on the place of residence shown on the ID card is the current residence information of the card recipient.
Therefore, in the above case, the Ministry of Public Security recommends that citizens go to the commune-level police where they reside to receive instructions on the procedures for registering for residence.
In case the conditions for permanent or temporary residence registration are not met, the current place of residence must be declared and the population data entered on the National Population Database system.
After having information on the National Population Database system, citizens carry out the ID card issuance procedures at the ID card management agency at the district or provincial level where the citizen resides according to the law.
