At the conference, Senior General Luong Tam Quang - Politburo member, Secretary of the Central Public Security Party Committee, Minister of Public Security - said that the Central Public Security Party Committee has led the entire public security force to summarize 7 years of implementing Resolution No. 18, the 6th Conference of the 12th Central Executive Committee, and develop a project to "continue to arrange and streamline the organization of the local public security apparatus to operate effectively and efficiently, meeting the requirements and tasks in the new situation" in the direction of "comprehensive provinces, strong communes, close to the grassroots", continuing to reduce intermediate levels, and not organizing district-level public security.
At the same time, proactively report to competent authorities to transfer functions and tasks from some ministries and branches outside to the People's Public Security force. Up to now, the project has been approved by the Politburo and the 13th Party Central Committee.
The Ministry of Public Security is assigned to receive a number of additional tasks to ensure connectivity and synchronization, thoroughly overcoming the situation of division of areas and fields.
The work to ensure the implementation of the new organizational model of the Ministry of Public Security has been basically completed, meeting the conditions to enter the actual implementation phase.
This conference is held to thoroughly understand and unify the awareness among key leaders about the content, steps, methods, and issues that need attention.
