On June 2, at the Government Headquarters, Member of the Party Central Committee, Deputy Prime Minister Ho Quoc Dung chaired a conference to summarize the implementation of Official Dispatch 38/CD-TTg dated May 5, 2026 of the Prime Minister on focusing on directing the drastic implementation of solutions to combat, prevent, and handle acts of intellectual property rights infringement.
According to a report presented by Deputy Minister of Science and Technology Hoang Minh, as of May 30, 2026, functional forces nationwide have detected 2,036 cases showing signs of intellectual property rights infringement.
In which, 1,616 cases have been administratively handled with a total fine of nearly 17.9 billion VND. The value of violating goods handled is up to more than 115.5 billion VND. There are over 1,600 organizations and individuals handled according to the provisions of law.
The fight against violations in the digital environment has been strongly strengthened. Functional agencies have blocked access to 1,073 violating websites, including 263 pirated movie websites, 177 pirated comic websites, 612 illegal television websites and 21 sales websites showing signs of infringing industrial property rights.
In addition to administrative handling, criminal measures are also applied drastically. During the implementation of Official Dispatch No. 38/CD-TTg, functional agencies have initiated 44 cases related to acts of infringing intellectual property rights; 43 cases have been approved for prosecution decisions; 5 cases have been prosecuted; 4 cases have been accepted by the court and brought to trial with 4 defendants.
By group of intellectual property rights objects, violations of trademarks and geographical indications continue to account for an overwhelming proportion.
Regarding criminal handling, functional agencies have initiated 7 cases related to acts of infringing copyright and related rights under Article 225 of the Penal Code and 37 cases of infringing industrial property rights under Article 226 of the Penal Code.
The Ministry of Public Security has detected, investigated and verified 148 cases showing signs of intellectual property rights infringement; handled 128 cases, including prosecuting 44 criminal cases. In particular, the police force has dismantled many serious violations in the online environment, including illegal football broadcasting websites such as CakhiaTV, Rakhoi TV. The total value of violating goods seized is more than 28 billion VND.

Concluding the conference, Deputy Prime Minister Ho Quoc Dung emphasized that the recent peak period was an important rehearsal step for ministries, branches and localities to better identify difficulties and obstacles, thereby continuing to improve institutions, strengthen implementation capacity and build more effective coordination mechanisms in the coming time.
Based on the results achieved in the past time, ministries, branches, and localities must continue to launch a new peak period, comprehensively review the situation, and focus on fighting more drastically against acts of intellectual property rights infringement.
Ministries, branches and localities must develop or review, supplement specific action plans; clearly assign people, clearly work, clearly responsibilities, clearly implementation time and clearly output results.
The Deputy Prime Minister requested the entire system to strive to increase the number of cases of detection and handling of intellectual property violations by at least 20% compared to 2025 in all stages from inspection, examination, administrative handling to investigation, prosecution and criminal trial.
