On May 15, the Government Office announced that it had just issued Notice No. 246/TB-VPCP concluding the 3rd Meeting of 2026 of the Government Steering Committee for Science, Technology, Innovation, Digital Transformation and Project 06.
In the announcement, the Steering Committee requested the Ministry of Industry and Trade to preside over and direct EVN to coordinate with localities to review, evaluate and propose a suitable power supply plan for 410 villages and hamlets that do not have electricity, to be completed in the second quarter of 2026.
Localities review and specifically identify areas with deep waves and white waves, and update them into telecommunications infrastructure development plans and plans in the area.
The Ministry of National Defense shall preside over and coordinate with ministries, agencies, and localities to summarize the situation and results of handling wave hollow and white spots, propose handling plans, and report to the Prime Minister in July 2026, striving to basically handle wave hollow areas in 2026.
The Ministry of Public Security shall preside over and coordinate with relevant ministries and agencies to develop VNeID into a national digital platform, expand utilities to serve public services, especially in the fields of health, education, transportation, justice, judgment enforcement, asset auction and social security, and regular tasks;
Guiding, urging, and synthesizing digital learning materials; developing online training plans; drastically urging implementation; promptly reporting and proposing handling measures for agencies, units, and localities that implement slowly and ineffectively, and periodically reporting monthly to the Steering Committee on the results of implementing the "Digital Education for All" movement.

The Ministry of Health shall preside over and coordinate with relevant ministries and agencies to develop a product development list for new generation vaccines used for disease prevention and treatment for humans, cell technology for the treatment of individual chronic and incurable diseases, and 3D printing technology in medicine, to be completed in June 2026.
The Ministry of Construction shall preside over and coordinate with relevant ministries and agencies to develop a list of product development in the fields of transport infrastructure, high-speed railways, urban railways, smart cities, and smart transportation, to be completed in June 2026;
Coordinate with the Ministry of Public Security to integrate car, railway, and waterway tickets into the VNeID application, completing in the fourth quarter of 2026.
Ministries and relevant agencies continue to review legal documents, decentralization plans, cuts, and simplification of administrative procedures and business conditions that have been reported to the Prime Minister for implementation and completion before May 20.
The Ministry of Public Security shall take the lead in reviewing recommendations and systematizing tasks assigned by the Central Steering Committee and the Government Steering Committee, ensuring feasibility; advise the Government Steering Committee to thoroughly handle key task groups, avoid dispersing, and complete them in May 2026;
Direct the commune-level police to monitor and grasp the situation of resolving administrative procedures for people and businesses, promptly detect and handle cases of backlog, causing trouble, harassment, and arising reflections, complaints, and denunciations about violations according to regulations;
Coordinate with the Ministry of Finance and the Ministry of Science and Technology to advise on budget transfer in the fields of science and technology, innovation, and digital transformation to promote the efficiency of capital use and disbursement responsibility.
