Promoting the people's mastery
Implementing the Politburo's Directive No. 45-CT/TW on Party Congresses at all levels towards the 14th Congress and the Conclusion Notice No. 48-TB/TW of the Politburo, the Central Executive Committee has published the full text of the draft documents including: Political Report; Action Program to implement the Congress Resolution; Report summarizing 40 years of innovation; Report summarizing 15 years of implementing the Party Charter and appendices to evaluate the results of socio-economic development and Party building work for the 13th term.
The consultation will be conducted for one month, from October 15 to November 15, 2025, towards the National Assembly, the Fatherland Front, socio-political organizations, unions, cadres, party members and the masses. The goal is to gather and promote the people's intelligence and mastery, contributing to improving the quality of documents - the orientation foundation for the country's development strategy for the period 2026-2031, with a vision to 2045. This policy not only aims to perfect the content of documents but also strengthens trust and social consensus, making "the Party's will in harmony with the people's will", creating a unified strength in the entire political system.
At the working session with the Document Subcommittee, the Standing Committee of the Socio-Economic Subcommittee, the Party Charter Subcommittee of the 14th National Congress and the Standing Committee of the Steering Committee to summarize 40 years of innovation on draft documents of the 14th National Party Congress, General Secretary To Lam requested: "The documents must truly be the beacon of light, a handbook of action for the entire Party". To clarify, the 14th National Party Congress Document clearly expresses three orientation layers: The foundation layer is the new generation development thinking with four strategic transformations; the structural layer is the five pillars of foundational security that create a shield against shocks, changes and the impacts and risks that must be faced and the operating layer, the action program can be counted according to each implementing actor, resources, responsibilities and specific deadlines.
The General Secretary said that the new resolutions of the Politburo and the next scheduled resolutions not only supplement content but also serve as a "leverage" for the 14th National Party Congress Documents to be immediately implemented. Before being published to widely collect public opinions, documents were also deployed to collect opinions in Party organizations. Party committees at all levels have demonstrated a scientific, democratic and highly responsible working spirit. The process of synthesizing comments and suggestions was carried out methodically and seriously, closely following the direction of the Central Government, properly expressing the functions and tasks of each agency. For example, at the 1st Party Congress of the Vietnam General Confederation of Labor, term 2025-2030, when presenting a report summarizing comments on the draft documents of the 14th National Party Congress, Permanent Vice President of the Vietnam General Confederation of Labor Thai Thu Xuong said that the documents have clearly defined the vision and orientation for the country's development in the coming time.
Strengthening trust, creating social consensus
The preparation of documents for the 14th Congress was implemented synchronously and methodically. The Politburo has noted that documents of Party committees at all levels have been prepared meticulously, seriously, scientifically, ensuring compliance with the procedures and instructions of the Central Government. The content closely follows new resolutions and conclusions, is closely linked to practice, demonstrating a strong and comprehensive spirit of innovation - especially innovation in thinking and leadership methods.
The announcement and consultation of the people on draft documents of the 14th National Congress is not only a technical process in the preparation for the Congress, but also has profound political and social significance. This is a vivid testament to the principle of "Party leadership, State management, People's mastery", affirming that the Party's guidelines always originate from practice, from life, from the breath of the people.
In each National Party Congress, widely collecting public opinions becomes a great forum for people nationwide to express their trust, intelligence and responsibility for the cause of building and defending the Fatherland. The enthusiastic and wise opinions from the grassroots help the Party have more valuable data sources, supplement and perfect policies and guidelines to better suit life and new development requirements of the country.
At a deeper level, this is the process of " issue" the roadmap, demonstrating the close relationship between the Party and the People - the relationship that creates the strength, prestige and nature of the Communist Party of Vietnam. When people are able to participate in giving comments, being listened to and responded to, social trust is strengthened, the great national unity bloc is even more resilient. This consultation of the people also affirms the new motto of the Party's action: "Taking the people as the root, taking practice as the measure". Every comment, no matter how small, is a part of collective intelligence, contributing to the strategic map to bring the country forward quickly and steadily on the path of rich people, strong country, democracy, fairness, and civilization.
