This afternoon (December 31), the Presidential Office held a press conference to announce the President's Order to announce the Laws and Ordinances that have been approved by the National Assembly and the 15th National Assembly Standing Committee.
Mr. Can Dinh Tai - Deputy Head of the Presidential Office, Assistant to the President - chaired the Press Conference. Also chairing the press conference were leaders of Central and local departments, ministries, and branches.

Accordingly, the Laws and Ordinances announced at the Press Conference include: the Law on Extradition; the Law on Transfer of People serving Prison Penalties; the Law amending and supplementing a number of articles of the Law on Judicial Records; the Law on Network Security; the Law on Protection of State Secrets; the Law amending and supplementing a number of articles of 10 laws related to security and order; the Law on Drug Prevention and Control; the Law on Enforcement of Criminal Judgments; the Law on Provisional Detention, Temporary Detention and Prohibition of Departure from Residence; the Law on Mutual Legal Assistance in Criminal Matters; the Law on Emergency Situations; the Law amending and supplementing a number of articles of the Law on National Defense Industry, Security and Industrial Mobilization; the Law on Supervision Activities of the National Assembly and People's Councils; the Law on Public Employees; the Ordinance amending and supplementing a number of articles of the Ordinance on Environmental Police.

At the press conference, Senior Lieutenant General Le Quoc Hung - Member of the Party Central Committee, Deputy Minister of Public Security - exchanged information about new points and main contents of Laws and Ordinances drafted by the Ministry of Public Security as the main agency. Including the Law amending and supplementing a number of articles of 10 laws related to security and order (Law No. 118/2025/QH15).
Regarding the necessity of promulgating the Law, based on the Party's guidelines, the State's policies and the results of arranging and streamlining the organizational structure of the political system, developing science and technology, innovation, national digital transformation, decentralization, delegation of power, and reducing administrative procedures; at the same time, through the work of monitoring the law enforcement situation, the drafting agency found that it is necessary to amend and supplement 10 laws related to security and order to be consistent with the results of arranging the organizational structure of the state and local government at 2 levels, meeting the urgent requirements of practice, in accordance with the policy of breakthrough in developing science and technology, innovation, national digital transformation, decentralization, delegation of power, and reducing administrative procedures.
The development of the Law aims to ensure the provisions of 10 laws related to security and order in accordance with the results of arranging the state apparatus and local government at 2 levels, meeting the urgent requirements of practice, in accordance with the policy of breakthroughs in science and technology development, innovation, national digital transformation, decentralization, delegation of power, reduction of administrative procedures and unity with the legal system.
Law No. 118/2025/QH15 includes 11 articles, of which 155/570 articles are amended and supplemented and 3 new articles are added in 10 laws related to security and order.
