On March 3, General Luong Tam Quang - Member of the Politburo, Minister of Public Security, Head of Inspection and Supervision Delegation No. 17 of the Politburo, Secretariat chaired a conference to announce the Politburo's decision to inspect and supervise the Standing Committee of Hung Yen Provincial Party Committee.
At the conference, the Delegation announced the Politburo's decision on the establishment of the Inspection and Supervision Delegation in 2026. According to the plan, the inspection and supervision program is divided into two phases with specific and focused contents.
Phase 1 will be completed in March, focusing on supervising the leadership, direction, organization of research, study, dissemination, propaganda and implementation of the Resolution of the 14th National Party Congress; the implementation of Directive No. 01-CT/TW dated January 23, 2026 of the Politburo on researching, studying, disseminating and implementing the Resolution of the 14th Congress; Directive No. 46-CT/TW dated May 16, 2025 of the Politburo on leading the election of National Assembly deputies of the 16th term and People's Council deputies at all levels for the 2026 - 2031 term.
Phase 2 is expected to be implemented from September 1, focusing on inspecting the organization and operation of agencies and units in localities after operating the two-level local government model; tasks and solutions to ensure the implementation of the average GDP growth target for the period 2026 - 2030 reaching 10% or more according to the Resolution of the 14th Party Congress; the leadership, direction, and organization of the implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation, and national digital transformation, and related documents.
Speaking at the conference, General Luong Tam Quang emphasized that inspection and supervision work aims to accurately and substantively assess the results of leadership, direction and organization of the implementation of the 14th National Congress Resolution and directives and resolutions of the Politburo. Through this, discover good and creative ways of doing things; assess the level of "penetration", "absorption", spread and determination to implement the Party's policies in the political system and the People.
At the same time, the inspection team will also record difficulties and obstacles to propose appropriate solutions to the Central Government, contributing to the successful implementation of the Resolution of the 14th National Congress and the immediate key task of successfully organizing the election of National Assembly deputies of the 16th term and People's Council deputies at all levels for the 2026 - 2031 term.
To ensure the quality and effectiveness of the inspection, General Luong Tam Quang requested the Standing Committee of Hung Yen Provincial Party Committee to urgently develop a self-inspection and supervision report closely following the outline, each group of content according to the plan; objectively and substantively assess, clearly state advantages, limitations, and causes with specific data, avoiding generalization.
It is necessary to clarify the level of change in studying and thoroughly grasping the Resolution; the development, updating, and organization of the implementation of action programs and plans; leadership work, election preparation; and at the same time identify difficulties and bottlenecks that may affect the completion of the 2026 targets and the entire term.
The general spirit of the inspection and supervision is seriousness, objectivity, strictness, in accordance with principles, procedures, and authority; inspection to detect problems, supervision to support removing difficulties, improve the quality of leadership, direction and organization of the implementation of resolutions and directives of the Central Government in localities.
