Inspection and supervision delegation No. 17 of the Politburo, Secretariat of the Central Committee led by General Luong Tam Quang, Member of the Politburo, Minister of Public Security.
The content of inspection and supervision focuses on leading, directing, organizing research, studying, thoroughly grasping, propagating and implementing the Resolution of the 14th Party Congress; Directive No. 01-CT/TW (January 23, 2026) of the Politburo on researching, thoroughly grasping, propagating and implementing the Resolution of the 14th Party Congress; Directive No. 46-CT/TW (May 16, 2025) of the Politburo on leading the implementation of the election of NA deputies and People's Council deputies at all levels for the 2026-2031 term.
Attending the announcement ceremony, on the Quang Ninh province side were Comrade Quan Minh Cuong, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, and members of the Provincial Party Committee Standing Committee.
According to the decision, the inspection will be carried out in 2 phases. Phase 1 will be completed in March 2026, focusing on inspecting the thorough grasp and implementation of the Resolution of the 14th Party Congress and the leadership and direction of the implementation of the election of National Assembly deputies and People's Council deputies at all levels for the 2026-2031 term.
Phase 2, from September 1, inspects the organization of activities of agencies and units after operating local governments at 2 levels; the implementation of tasks and solutions to ensure economic growth targets in the 2026-2030 period; the implementation of Resolution No. 57-NQ/TW (dated December 22, 2024) of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.
Speaking at the announcement ceremony, General Luong Tam Quang, Member of the Politburo, Minister of Public Security, requested the Standing Committee of Quang Ninh Provincial Party Committee to urgently develop a self-inspection report in accordance with the outline.
The report must closely follow each group of content, objectively and substantively assess; clearly state advantages, limitations and causes; specific data, not general; clarify the level of change after studying and thoroughly grasping the resolution.
At the same time, it is required to clarify the development and updating of action programs and plans for election preparation; identify difficulties, obstacles, bottlenecks in institutions, mechanisms, administrative procedures and factors affecting the growth target for 2026 and the entire term.
The Standing Committee of the Provincial Party Committee assigned a focal point to work, directing agencies and units to prepare complete dossiers and documents, closely coordinate with the inspection team, ensuring progress.
Reporting to the working delegation, Comrade Quan Minh Cuong, Member of the Party Central Committee, Secretary of Quang Ninh Provincial Party Committee emphasized that Quang Ninh Provincial Party Committee deeply understands the meaning and importance of inspection and supervision work; will direct Party committees, agencies, and units to closely coordinate and seriously implement the requirements of the delegation.
Immediately after the 14th Party Congress, the Provincial Party Committee organized a conference to study and thoroughly grasp from the central bridge point, connecting to communes, wards, and special zones; urgently develop action programs and implementation plans with a proactive, drastic, and practical spirit.
Based on the goals, targets, and tasks set out by the 14th Congress, the Standing Committee of the Provincial Party Committee directed to review and concretize them into resolutions and work programs for the entire term and annually; clearly assign responsibilities to each Party committee, agency, and unit; determine specific roadmaps and products associated with inspection and supervision. Propaganda and learning work has been widely deployed to each Party cell, party member, cadre, civil servant, and public employee, creating high unity in awareness and action.
Election preparation work is carried out in Quang Ninh province methodically, scientifically, ensuring democracy, objectivity, in accordance with the law, absolutely not allowing errors to occur. Many tasks are completed earlier than prescribed by law. Currently, the province continues to direct the completion of the most thorough preparation work, ensuring the successful organization of the election in all aspects, truly becoming a festival for the whole people.
