Directive 46 of the Politburo on leading the election of National Assembly deputies of the 16th term and People's Council deputies at all levels for the 2026 - 2031 term.
In phase 2, the inspection content focuses on the organization and operation of agencies and units in localities after operating local governments at 2 levels, tasks and solutions to ensure the implementation of the target of average gross domestic product (GDP) growth in the period 2026 - 2030 from 10% or more according to the Resolution of the 14th Party Congress.

Speaking at the conference, General Secretary To Lam, Head of the Inspection and Supervision Delegation of the Politburo and the Secretariat, stated clearly that inspection and supervision work is of utmost importance in leadership and direction and is a regular task, carried out right from the start of the implementation of the Resolution to consider whether the Party's guidelines and policies, when put into practice, have issues that need to be adjusted, supplemented, and completed, and whether there are good and good issues that can become lessons to be replicated or not.
With the specific characteristics of the National Assembly being the highest representative body of the people nationwide, the General Secretary hopes that through inspection and supervision, it will clarify the advantages of the Standing Committee of the National Assembly Party Committee in leading the institutionalization of the Party's guidelines on strongly innovating thinking in law-making, removing bottlenecks and obstacles in institutions, mechanisms, and policies; pointing out difficulties, obstacles, and limitations.
At the same time, making proposals and recommendations to the Central Government to continue to do better to promote the development of the country, so that the National Assembly is truly the National Assembly of the people, by the people, for the people.
In the process of inspection and supervision, the General Secretary requested to ensure democracy, objectivity, and strict implementation of the inspection and supervision procedures of the Politburo and the Secretariat.
According to General Secretary To Lam, this inspection and supervision is very practical, ensuring the principle of not allowing it to affect the activities of the Party Committee, the National Assembly Party Committee, and the activities of the National Assembly.
Speaking afterwards, Politburo Member, National Assembly Chairman Tran Thanh Man said that immediately after the 14th National Congress of the Party, the National Assembly Party Committee urgently directed and promoted information, propaganda, research, study, thoroughly grasp and implement the Congress resolution.
This is ensured to be serious, methodical, and scientific according to the direction and direction of the Central Government and the National Assembly Party Committee in appropriate forms.
At the same time, it has led and directed the development of the action program of the National Assembly Party Committee and Party organizations in the Party Committee, ensuring feasibility, practicality, and effectiveness. The action program will be approved at the March 2026 Party Committee Executive Committee Conference.
With the task of directing and guiding the election of National Assembly deputies of the 16th term and People's Council deputies at all levels for the 2026 - 2031 term, the National Assembly Party Committee has proactively led and directed the review, development and promulgation of directing and guiding documents in a timely and synchronous manner, closely following the provisions of law and practical requirements, creating a clear legal basis for the deployment and organization of the election nationwide.
The National Assembly Chairwoman affirmed that the Standing Committee of the National Assembly Party Committee, directly affiliated Party organizations and relevant units are ready to exchange, closely coordinate, promptly and fully provide relevant dossiers and documents and work according to the delegation's requests.
