In the afternoon of March 6, Inspection and Supervision Delegation No. 10 of the Politburo and Secretariat led by General Secretary To Lam organized a Conference to announce the decision to inspect and supervise the Politburo and Secretariat in 2026 for the Standing Committee of the Hanoi Party Committee.
At the Conference, the inspection and supervision delegation announced the decision to supervise the leadership, direction, organization of research, study, thorough understanding, propaganda and implementation of the Resolution of the 14th Party Congress; the leadership, direction, organization of implementation of Directive No. 01-CT/TW, dated January 23, 2026 of the Politburo on researching, studying, thorough understanding, propaganda and implementation of the Resolution of the 14th National Party Congress; Directive No. 46-CT/TW, dated May 16, 2025 of the Politburo on leading the election of National Assembly deputies of the 16th term and election of People's Council deputies at all levels for the 2026-2031 term.
Inspect the organization and operation of agencies and units in localities after operating the local government at 2 levels; tasks and solutions to ensure the implementation of the target of average gross domestic product (GDP) growth in the period 2026-2030 from 10% or more according to the Resolution of the 14th Party Congress; the leadership, direction, and organization of the implementation of Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation, and national digital transformation and related documents.
On behalf of the Inspection and Supervision Delegation, General Secretary To Lam clearly stated the purpose and requirements of this inspection to assess the leadership and direction, study, study, thoroughly grasp, propagate and implement the Resolution of the 14th Party Congress, Resolutions and Directives of the Politburo on the contents stated in the Inspection and Supervision Decision; discover innovative, creative, effective ways of doing things and good experiences in the process of implementation of the Hanoi Party Committee. Correctly assess the strengths and limitations of the Standing Committee of the City Party Committee on the inspected contents.
From the specific reality of Hanoi Capital, the General Secretary requested to reflect the difficulties, obstacles, bottlenecks, knots, recommendations, and proposals to the Central Government and relevant agencies for appropriate solutions to successfully implement the goals set out by the 14th Party Congress Resolution and the 18th Party Congress Resolution of the city.
The inspection and supervision delegation will implement the plan and content of the program set out. The inspection and supervision must ensure practicality, efficiency, avoid formality; not affect the implementation of political tasks, or the normal operation of Party organizations and units being inspected and supervised. The inspection and supervision must ensure the correct implementation of the Party's procedures and regulations on the content, program, and plan set out.
The General Secretary requested the Standing Committee of the Hanoi City Party Committee and the inspected and supervised units to closely coordinate, create conditions, and provide complete and timely records and documents; proactively arrange appropriate working hours for the inspection and supervision delegation to successfully complete their tasks.
For members of the Inspection and Supervision Team, they must maximize their sense of responsibility, strictly comply with the assignment and direction of the Team Leaders; proactively and focusedly in appraisal, verification, and research of relevant dossiers and documents; implement document confidentiality, speaking discipline and strictly implement the internal regulations and rules of the Team in working, living and coordinating at units coming for inspection; ensure the content, quality and progress of the inspection according to the Plan set out.
The General Secretary requested the Standing Committee of the Hanoi City Party Committee to focus on building a report according to the Outline and Appendix attached, in which the evaluation must be based on the results of implementation, compared with the purposes and requirements of the Resolution, Directives and related documents, clearly identifying the subjects, content, quantity, time limit, objectives, and specific addresses; have detailed illustrative data for each report content, especially emphasizing breakthroughs; good experiences, good and effective ways of doing things, close to reality, and supported by the people so that they can be replicated in other localities.

At the Conference, Hanoi Party Secretary Nguyen Duy Ngoc affirmed that the city is committed to ensuring the most truthful and objective nature in the report on solutions and initial results.
In particular, the city will summarize breakthrough and creative tasks to report to the Inspection and Supervision Delegation. In the process of doing so, if there are contents that need to be learned from, the city will also report truthfully for the Delegation to summarize and submit to the Head of the Delegation to report to the Politburo.
