Previously, on April 14, 2025, the Ministry of National Defense issued Decision No. 1535/QD-BQP on the establishment of the 19th Corps, formerly the Northeast Corporation, headquartered in Hong Hai Ward, Ha Long City.
This is not only an event of special significance in terms of organizing forces in the Vietnam People's Army, but also a milestone marking a new development step of the unit - from an economic - defense Corporation to a disciplined, modern Corps, continuing to carry out the production and business mission closely combined with military and defense tasks in the mineral and border corridor, sea and islands of Quang Ninh province and some strategically important areas, such as the Central Highlands and South Central regions.
Accordingly, the 19th Corps established 3 reserve construction engineering Brigades as strategic reserve forces; coordinated the implementation of civil defense tasks, regional defense and important tasks under the direction of the Ministry of National Defense in key areas and strategies of the Fatherland.
On behalf of the Central Military Commission, the Ministry of Defense, General Nguyen Tan Cuong - Member of the Party Central Committee, Chief of the General Staff, Deputy Minister of Defense - suggested that the 19th Army quickly stabilized the organization of payroll in the existing military conditions, assigned and assigned specific tasks; Good preparation in all aspects to organize the announcement of the decision to set up 3 brigades of the military construction of the Preparatory Works under the 19th Army; Military training organization ensures quality to meet the task requirements.
The army focused on leading, directing and well performing the functions and tasks of the production labor force, towards the implementation of the overall goals "Safe, innovation, efficiency and development". In the immediate future, successfully completing projects and works items, especially new transition projects and mining projects; speeding up the implementation of key projects on green economy and circulating economy associated with the performance of military and defense tasks; well performing obligations to the State, effectively contributing to the overall development of the Ministry of Defense and localities where the unit performs the task.
