Speaking, delegate Nguyen Cong Long - Standing member of the National Assembly's Judicial Committee said that there will be many issues to worry about and need to be considered when piloting this resolution.

According to the delegate, the land pilot will be different from other policies. Because once constructions are built on the land and the purpose is changed, there will be no possibility of recovery, and the harm and consequences will be unpredictable.

Especially, in the context of our country setting many goals, including food security, regarding land use, this pilot needs to be carefully considered.

Delegates are concerned about how the piloting and promulgation of this policy will create a legal basis. The National Assembly has worked very hard to promulgate legal regulations related to land and real estate. Up to now, it can be affirmed that our country has basically completed the legal mechanism system for real estate business, land, housing, and planning.

According to the delegate, when issuing this resolution, investors do not need to meet the requirements of the issued laws. Thus, there will be 2 legal bases for real estate business activities.

Delegates said that one thing that voters are very concerned about is the current status of real estate projects. Many delegates mentioned that real estate prices are skyrocketing; the poor, workers, low-income earners, and civil servants find it very difficult to buy.

"It is calculated that for a civil servant who does not eat anything, it will take several hundred years to buy a house," said the delegate, asking voters why there is no mechanism to pilot and remove current obstacles in social housing.

According to the delegate, why does this mechanism not apply to social housing but only to commercial housing?

The delegate said that there are many localities that have no problems, so why do we have to pilot the entire project at the same time when converting land use purposes to build commercial projects? Therefore, the scope of the pilot needs to be carefully considered, not widely opened as proposed in the report.

According to the delegate, all the negative consequences such as land speculation, buying land waiting for the price to increase, and collecting agricultural land have been assessed in the relevant documents. This collection is no longer a risk and has been going on for decades.

The reason why associations and investors are so persistent in pursuing this policy is because of profit. The biggest profit for commercial housing projects is the difference in land rent. If compared with the current regulations of the Land Law and the current Housing Law, there is not much room left, so they focus on the land story of commercial housing.

"This is a matter of concern and must be strictly controlled. They buy up all the land and negotiate with each other to have land to carry out projects and achieve profit targets," the delegate said, suggesting solutions to combat land buying and legalizing violations.

The delegate cited the example of the Alibaba real estate case, where the company committed many violations and was punished. Meanwhile, there may be other more clever companies that are also collecting land, waiting for this policy to be issued.

In particular, attention must be paid to preventing risks and ensuring healthy development. Do not allow the collection of rice fields, forest lands, and production lands to occur.
