On the morning of July 3, at a press conference chaired by the Ministry of Agriculture and Environment, answering questions related to compensation as well as the development of land price lists in localities, Mr. Mai Van Phan - Deputy Director of the Department of Land Management - said that it is necessary to distinguish between people whose land is recovered and those who change the purpose and have to pay land use fees. How to make it fair and harmonious between people whose land is recovered and those who have to pay land use fees to the state when changing the purpose of use.
According to Mr. Phan, before the 2024 Land Law, land prices were regulated by the state-issued price framework, localities based on the land price framework, so land prices compared to market prices had a huge difference. Therefore, in the process of implementing state public investment projects, land recovery for socio-economic development is very difficult, and it is impossible to implement key national projects.

The summary of Resolution 19 of the Central Executive Committee has determined that land prices according to the provisions of the 2013 Land Law are not approachable and not close to market prices, which is a major obstacle to the overall economic development of the country. Resolution No. 18 of the Central Executive Committee has a very clear orientation: to determine the approach to market prices, ensuring harmony between people whose land is recovered will be compensated at specific prices, close to the market; people whose land has changed purpose must also contribute to the budget. The construction of land prices must comply with the policy of Resolution 18.
Regarding the reality reflected in Nghe An as well as some places, land users when converting land use purposes must pay high land use fees, the Deputy Director of the Department of Land Management said that the regulations have clearly shown that the collection of land use fees must comply with the provisions of the Land Law.
"In practice, we have researched and will discuss with the Ministry of Finance, it is true that land prices must be close to market prices. However, it is also necessary to determine the subject and type of land. The Department will coordinate in collecting land use fees according to Decree 103 of the Government chaired by the Ministry of Finance to ensure harmonious land prices. Land prices will be linked to the real estate market, in the spirit of the Land Law" - Mr. Phan said.
Responding to how the increase in land prices will affect the real estate market, according to the Deputy Director of the Department of Land Management, land prices must be linked to the real estate market, according to the provisions of the Land Law. From now until December 31, localities must be responsible for developing local land prices to apply from January 1, 2026.
"We have issued a document requesting the locality to have a thorough assessment of the market impact as well as the socio-economic development capacity in the locality to ensure the Provincial People's Committee decides on the most harmonious land price" - Mr. Phan said.
Previously, in the report serving the meeting of the Steering Committee for Price Management related to land prices in the second quarter of 2025, the Ministry of Agriculture and Environment assessed that in the coming time, the land price list in many localities will fluctuate greatly, the market will be affected.
The Department of Land Management said that in the coming time, many localities will issue new land price lists, there will be great fluctuations in adjusted prices. Each locality will have different adjustment limits, so the real estate market will be affected.
On June 26, Ms. Nguyen Thi Hong (Nghe An) reported that she had to pay too much money when converting land use purposes.
According to Ms. Hong, on May 16, 2025, her family submitted an application to convert 300m2 of garden land to residential land.
On June 23, the family received a notice of tax calculation, with the land price after conversion being 15 million VND/m2, while the old price was only 85,000 VND/m2. The total amount of land use fees payable is up to VND4.497 billion - a figure beyond the family's ability to pay.
