Need to compensate health insurance patients who spend money to buy medicine outside
In the discussion session on the socio-economic situation on the afternoon of October 29, delegate Pham Khanh Phong Lan (HCMC Delegation) said that some medical examination and treatment facilities could not ensure medicine due to many objective and subjective reasons, patients entering the hospital without health insurance drugs, or some cases of damaged machinery, unable to perform techniques.

According to the delegate, the above situation has improved a lot, but there needs to be a compensation plan for the disadvantages of patients when they have to buy medicine outside and perform techniques in other hospitals, especially private hospitals.
"Health insurance has not yet had any plan or action to compensate for these costs for patients. And this is the patient's right. And so we also do the opposite to Resolution 20 of 2017 of the Party on the work of protecting, caring for and improving people's health, when it is necessary to reduce out-of-pocket expenses for patients" - delegate Phong Lan said.
Need for a safe environment for medical staff
In addition to the rights of patients, delegate Phong Lan also mentioned the working environment of medical staff. A medical staff, a doctor, a pharmacist, a nurse, when working at a medical examination and treatment facility, have to face many difficulties. In particular, the biggest difficulty is the cost, the salary has almost not changed.
"We are happy for the education sector when receiving the highest teacher salary news on the salary scale. And does the health sector deserve it? We really hope for real changes. Especially for areas such as preventive medicine, the brothers are still in a very difficult situation" - delegate Phong Lan said and believed that income is one of the reasons for negativity in the health sector.
The delegate also mentioned the working environment. In addition to medicine, equipment and machinery are also often lacking. In particular, how to purchase machinery and equipment to comply with the law, there are no consequences later and patients are not "pocket-poor" has not been resolved.
As a person working in the medical sector, the delegate expressed concern that the abuse of medical staff is happening more and more and there is no fundamental solution to solve it, including in the legal field.
"We doctors and medical staff focus on our expertise and do not have enough strength, and no matter how strong we are, we are not sure if we dare to use violence to respond to violence... We really need fundamental solutions to ensure a safe environment, professional conditions as well as treatment for medical staff. Only then can we serve the people better" - Ms. Lan said.

Sharing the same view, delegate Tran Khanh Thu (Thai Binh delegation) also proposed that there should be a policy to protect medical staff during working hours with strict legal sanctions for acts of violation and abuse of medical staff.
