Speaking at the Congress, Ms. Dao Thi Minh Hien - Secretary of the Party Committee of Phuong Lien-Trung Tu Ward - acknowledged the positive results that Residential Area Party Cell No. 4 has achieved in the past time.
In recent years, the socio-economic situation in the ward has continued to have encouraging developments. Urban infrastructure construction has been focused on. This result has the contribution of the Party Cell of Residential Area No. 4.
Ms. Dao Thi Minh Hien said that from January 1, 2025, implementing the Resolution of the National Assembly Standing Committee on the arrangement of commune-level administrative units in Hanoi, Phuong Lien-Trung Tu ward was established on the basis of a part of Trung Tu ward being merged into Phuong Lien ward. After the merger, the new ward has a larger natural area and population than before.
Therefore, Residential Area Party Cell No. 4 needs to continue promoting the spirit of solidarity and responsibility, building a strong Party Cell, performing well the role of a core leader at the grassroots level, and actively contributing to the overall achievements of the locality.

The Congress elected the Party Cell Executive Committee for the 2025-2027 term, consisting of 5 members: Mr. Nguyen Quoc Hung, Mr. Nguyen Tuan Cuong, Mr. Nguyen Minh Duong, Ms. Vu Thi Sang and Mr. Vu Van Thuan. Mr. Nguyen Quoc Hung was elected as Party Cell Secretary.
