Before the opening ceremony, the delegation attending the Congress offered flowers, incense to commemorate the heroic martyrs at the Ho Chi Minh City Martyrs' Cemetery and offered flowers to the President Ho Chi Minh Monument.

At the election session, the Congress elected the Presidium, the Secretariat and the Delegation of Delegation status Inspection Committee.
The delegates also agreed to approve the working program, working regulations of the Congress, report and synthesize the contributions of the Ho Chi Minh City Party Committee to the draft documents submitted to the 14th National Party Congress, and the minutes of the 1st Ho Chi Minh City Party Congress.




At this session, delegates raised and supported people in localities affected by floods and natural disasters - demonstrating the spirit of mutual love and support for the community.
The 1st Ho Chi Minh City Party Congress, term 2025 - 2030, is a special milestone, taking place after Ho Chi Minh City merged with the two provinces of Binh Duong and Ba Ria - Vung Tau. This is the first Congress of the City Party Committee in the new development stage, with the motto of action: "Solidarity - Democracy - Discipline - Breakthrough - Creativity".
The theme of the Congress emphasizes the goal: "Building a clean and strong Party Committee and political system; promoting the strength of national solidarity; making breakthroughs in developing science, technology, innovation and private economy; strengthening national defense, security, foreign affairs, and international integration; mobilizing and effectively using all resources for Ho Chi Minh City to pioneer with the whole country in the new era".
After the merger, Ho Chi Minh City has an area of about 6,773km2, accounting for 2.04% of the country's area, facilitating the planning of integrated urban areas, connecting the Southeast region. The city's population is estimated at 13.6 million people, accounting for 13% of the country's population.
In terms of economy, Ho Chi Minh City's consolidated GRDP is estimated at VND3.03 trillion, equivalent to 23.5% of the country's GDP. If the oil and gas factor of Ba Ria - Vung Tau is excluded, this figure will still reach 2.8 million billion VND, accounting for about 22% of the national GDP.
Ho Chi Minh City's average GRDP per capita is estimated at VND220 million/year (equivalent to USD8,944, 1.7 times higher than the national average. It is expected that Ho Chi Minh City's state budget revenue will reach VND 737,000 billion, accounting for nearly 37% of the total national budget revenue, while the budget expenditure is about VND 248,000 billion, equivalent to 11% of the total expenditure of the whole country.
