Unified deployment in 126 communes and wards
According to Director of Hanoi Department of Culture and Sports Pham Tuan Long, based on the assigned tasks, Hanoi City has been and is synchronously and comprehensively implementing propaganda, decoration, visual promotion and organizing cultural and artistic activities, in order to create a solemn, jubilant, and excited atmosphere in the Capital People to celebrate the 14th National Party Congress.
Regarding decoration, propaganda, and visual promotion, the city organizes and deploys according to 6 key areas including: Central agencies area, around Ho Chi Minh Mausoleum, Ba Dinh Square and adjacent roads; City center area; Area of gateway roads to the Capital; Area around delegates' accommodation and access roads from delegates' accommodation to the National Convention Center; Area of roads around the National Convention Center - where the Congress takes place and throughout the Capital.
Throughout the city, decoration work was implemented uniformly in 126 communes and wards; agencies and units implemented headquarter decoration from January 10; people hung national flags from January 15 - January 25.
At the same time, the 143 LED screen systems in the City have deployed propaganda about the content of the 14th Party Congress from December 25, 2025, contributing to widely spreading the important political event to the people.
Up to now, the city has completed propaganda work according to the plan approved by the Standing Committee of the Secretariat. Under the regular and close leadership and direction of the Standing Committee of the City Party Committee and the City People's Committee, units under the city and the Department of Culture and Sports continuously organize inspections, promptly supplement banners and slogans, ensuring urban aesthetics. Currently, the city is continuing to supplement lighting clusters, panos, banners on some key roads; and at the same time requesting communes and wards to strengthen decoration in residential areas, especially suburban areas, creating a joyful atmosphere and spreading widely.
Special art program "Under the glorious flag of the Party
According to the Director of the Department of Culture and Sports, in addition to widespread propaganda and mobilization activities, the city determines that organizing a special art program, with a commensurate scale and stature, as a highlight to celebrate the success of the 14th Party Congress is an important requirement, thereby both expressing the feelings and beliefs of the people of the Capital in the Party and creating a profound political and cultural imprint.
The special art program "Under the glorious flag of the Party" is identified as a key highlight in the series of activities to celebrate the success of the 14th National Congress of the Party, expressing the feelings, beliefs and pride of the Capital People in the Party. The program is expected to last about 120 minutes, ensuring solemnity, scale, fully expressing the stature and meaning of the particularly important political event of the country.
Implementing the direction of the City Party Committee, the Hanoi People's Committee has been proactive and drastic in operating work; assigning specific tasks to each department, sector, and locality; requiring the development of detailed plans, clear responsibilities, clear progress, especially for key areas such as security, safety, traffic, fire prevention and fighting, health, stage technology and live television. The coordination between the City and central agencies, especially in organizing production and television programs, has been implemented closely and synchronously.
In its role as the Standing Agency, the Hanoi Department of Culture and Sports presides over advising and coordinating to complete the artistic script; prepare conditions for facilities, training locations; organize preliminary and general rehearsals; and at the same time be a focal point for summarizing and reporting promptly to ensure the program takes place on schedule" - Mr. Long informed.
In terms of content, the program is solemnly structured, including political rituals and artistic parts with 3 chapters: Singing under the Party flag; To the Party, full of faith and love; Under the glorious flag of the Party, ending with artistic fireworks to welcome.
In parallel with that, the city organizes the installation of LED screen systems at some public places, creating conditions for a large number of people to watch and join in the welcome atmosphere.
