Director of the Department of Home Affairs of Soc Trang province Dang Thanh Quang said that the work of advising on the development of the Project on reorganizing the apparatus of administrative agencies and public service units in the area after the merger and consolidation of Can Tho, Soc Trang, Hau Giang must ensure progress according to the Plan requirements of Can Tho City (the host agency).
The arrangement of personnel for department-level leaders and civil servants has basically been completed, with a specific list for each position. The Department of Home Affairs has requested the People's Committees of districts, towns and cities to report to the new commune-level personnel plan; report on the needs for arranging provincial civil servants and public employees to work in communes; survey the needs for mobilizing civil servants and public employees to work in new communes after the district level ends operations from July 1, 2025. It is expected that before June 20, 2025, the plan to increase personnel at the grassroots level will be completed and submitted to the Provincial People's Committee for consideration and approval.
Regarding the organization of the apparatus, the Department of Home Affairs has completed 42 dossiers to establish specialized agencies under the People's Committees of new communes/wards (except for Phong Nam commune, which did not establish a department), and submitted them to the People's Councils of new communes/wards for approval. At the same time, 42 projects to establish Public Administration Service Centers have been developed, along with specific personnel plans.
Regarding the resignation policy, up to now, the Department of Home Affairs has received 882 applications for resignation under the regime, including 408 provincial and district-level applications and 474 commune-level applications.

The leaders of the Department of Home Affairs informed that by early June 2025, the province had completed statistical instructions, packaging document documents, archiving and digitizing documents for 11 districts, towns, cities and 108 communes, wards and towns. In June 2025, documents at the district and commune levels will be sealed and documents of specialized departments under the district People's Committee will be gathered at the Provincial Specialized Archives for centralized management. For commune-level documents, they will be handed over to new communes and wards after the merger for continued management according to regulations.
For documents of provincial-level agencies and units, from July to August 2025, the working groups of the Department of Home Affairs will seal, confirm the volume and hand over documents of provincial departments and branches to the new province after the merger for continued management.
At a recent meeting between the three localities of Can Tho, Hau Giang and Soc Trang, Chairman of the People's Committee of Soc Trang province Tran Van Lau requested departments and branches to direct localities to review, classify and store records in accordance with legal regulations, especially confidential records and important state management records. At the same time, it is required to establish a process and minutes for handing over complete records, and deploy the digitization of archival documents scientifically, making it convenient for long-term research.
Mr. Lau requested departments, branches and localities to urgently develop plans for the use of public assets and public land after the merger; conduct a general inventory of public assets and arrange public vehicles for the commune level in accordance with the new organizational model. At the same time, it is necessary to prepare accommodation for transferred staff, ensuring stable living and working conditions.
The Chairman of the People's Committee of Soc Trang province also requested to complete the personnel arrangement plan in an objective and fair manner, for the common goal and to ensure good response to tasks in the new situation. In particular, special attention is paid to personnel service at the Public Administration Service Centers at the commune/ward level.
