Instructions for arranging the organization and personnel for provincial-level trade unions, commune and ward trade unions

The Vietnam General Confederation of Labor has just issued Official Letter No. 4282/TLD-ToC on the arrangement of the apparatus and personnel work for provincial-level trade unions, commune, ward and special zone trade unions.

According to the document, based on Resolution No. 60-NQ/TW dated April 12, 2025 of the 13th Party Central Committee on continuing to reorganize the apparatus of the political system; Resolution No. 202/2025/QH15 dated June 12, 2025 of the National Assembly on the arrangement of provincial-level administrative units; Conclusion No. 150-KL/TW dated April 14, 2025 and Conclusion No. 154-KL/TW dated May 17, 2025 of the Politburo on the appointment of provincial Party Committee personnel when merging and merging administrative units; Instruction No. 18-HD/MTTW-BTT dated June 2, 2025 of the Standing Committee of the Central Committee of the Vietnam Fatherland Front on supplementing a number of contents to reorganize the apparatus of the Vietnam Fatherland Front, socio-political organizations, social groups, and the State's Party organizations; Provincial Trade Union (Ction, Article 35).

The Presidium of the Vietnam General Confederation of Labor requested that provincial and centrally run city labor federations reorganize the apparatus and personnel work of provincial-level trade unions, commune-level trade unions, wards and special zones as follows:

1. Regarding the issuance of documents to end the activities of provincial and district-level labor federations, local industry unions and equivalent:

a) For provincial-level labor federations

The Presidium of the Vietnam General Confederation of Labor proactively issued a decision to end the operation of the provincial-level labor federations subject to arrangement (provincial-level labor federations do not have to carry out the procedures to submit to the Vietnam General Confederation of Labor),

b) For district-level labor federations, local industry unions and equivalent

When the competent authority issues a decision to end the activities of the district level, the Standing Committee of the provincial labor federation proactively issues a decision to end the activities of the district-level labor federation, local industry unions and equivalent.

c) Documents and records of provincial-level labor federations subject to arrangement; district-level labor federations, local industry unions and equivalent, and grassroots unions when dissolved will be transferred to newly managed provincial-level labor federations.

2. Regarding the establishment of provincial-level labor federations when arranging, commune, ward and special zone trade unions

a) For provincial-level labor federations:

- Provincial-level labor federations subject to arrangement: When arranging provincial-level administrative units, the Standing Committee of the provincial-level labor federation identified as the political and administrative center of the provincial-level administrative unit will take the lead after arrangement, coordinate with relevant agencies to develop a project (including personnel work), report to the competent authority and the Vietnam General Confederation of Labor to propose the establishment of a provincial-level labor federation of the new administrative unit.

The number of members of the Executive Committee, members of the Standing Committee, Vice Chairmen, members of the Inspection Committee; Deputy Head of the Inspection Committee must not exceed the total number of provinces and cities before the arrangement (after deducting the number of retired, retired, or transferred employees).

The units do not propose to appoint personnel to participate in the executive committee, standing committee, inspection committee and positions of provincial-level trade union cadres for the 2023-2028 term for cadres who do not meet the standards, conditions and age of re-election for the 2026-2031 term (expected provincial-level trade union congress in the first quarter of 2026).

The personnel designation dossier includes: Submission; opinions from competent Party committees; list of personal detachment records (Form ML); preliminary records according to form 2C/TCTW-98 for first-time participants. The personnel file must be sent to the Vietnam General Confederation of Labor (through the Organizing Committee) before June 25, 2025 for appraisal and issuance of an appointment decision.

- Based on the above proposal, the Presidium of the Vietnam General Confederation of Labor issued a decision to establish a new provincial-level labor federation, and at the same time issued a decision to appoint an executive committee, a standing committee, an inspection committee and personnel positions according to regulations.

b, For commune, ward and special- zone trade unions

The Standing Committee of the provincial labor federation issued a decision to establish a commune, ward, and special zone trade union to appoint an executive committee, a standing committee, and personnel positions according to regulations.

At specialized agencies and trade union public service units, trade unions are still established under the provincial labor federation for direct management and direction.

The Presidium of the Vietnam General Confederation of Labor requested the standing committees of the provincial and centrally-run city labor federations to study the above contents for implementation.
