General Nguyen Tan Cuong, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense, on behalf of the Central Military Commission Standing Committee, leaders of the Ministry of National Defense attended and gave a speech directing the congress. The Congress was attended by Secretaries of the Provincial Party Committees and City Party Committees of the Central and Central Highlands regions; representatives of the Central Military Commission, the Ministry of National Defense; representatives of agencies and units under the Ministry of National Defense standing in the area; Heads of the Military Region 5 Command through the periods and 275 official delegates, representing nearly 9,000 Party members in the Military Region 5 Party Committee.
The Congress aims to build a strong, comprehensive, exemplary and typical Armed Forces of Military Region 5.
The report at the congress showed that in the past term, the Party Committee of Military Region 5 has strictly led the implementation of the adjustment of the staffing organization. Specifically, focused on arranging and merging agencies and units, especially reorganizing local military agencies. These activities include merging the Provincial Military Command and the Commune-level Military Command, and dissolving the District-level Military Command. Defense foreign affairs with Laos and Cambodia have also been effectively implemented.
Speaking at the congress, Mr. Nguyen Van Quang, Secretary of the Da Nang City Party Committee, emphasized the city's strategic position. He said that Da Nang has combined economic development with national defense reinforcement, ensuring dual-use key projects. The city also prioritizes the budget and land fund for military projects. He suggested reviewing the planning for building defensive postures to comply with the adjustment of administrative boundaries and the new government model.
Directing the congress, General Nguyen Tan Cuong requested the Party Committee of Military Region 5 in the coming term to build a lean, compact and strong armed force. He emphasized the need to proactively grasp the area, especially key areas, borders, islands, and strictly maintain combat readiness. At the same time, it is necessary to improve the effectiveness of local defense work, build a strong reserve force and militia to effectively respond to non-traditional security challenges.
