At the conference, Politburo Member, Standing Deputy Prime Minister Pham Gia Tuc said that amnesty is a major policy, reflecting a policy of leniency and humanity imbued with the cultural identity and good traditions of the Vietnamese nation.
From 2009 to now, the President has decided to grant amnesty and early release to nearly 100,000 people. Those granted amnesty have been received and facilitated by their families, levels, sectors, mass organizations, and society, helping to gradually stabilize their lives and reintegrate into the community.
The amnesty work in 2026, although the time was very short and very urgent, members of the Amnesty Advisory Council together with departments, ministries, and branches, especially prisons, detention centers, criminal judgment enforcement agencies of the police and army, quickly completed dossiers, procedures, and strict, cautious, correct subjects, conditions, ensuring publicity, transparency, objectivity, democracy, and in accordance with the law.
The Advisory Council has reported to the Government to submit to the President for signing a decision on special amnesty for 9,950 people so that they can return to society and reunite with their families and relatives on June 1, 2026. In addition to special amnesty, the Ministry of Public Security and localities have focused on building and replicating the model of community reintegration, creating jobs for people who have completed their prison sentences and people who are granted special amnesty.
To date, the whole country has built 1,846 community reintegration models, including 106 typical models, which have spread and brought practical efficiency. Currently, the whole country has 13,000 people who have completed their prison sentences and have been able to borrow capital with an amount of over 1,000 billion VND to invest in production, business, develop the family economy, and stabilize their lives.
The Standing Deputy Prime Minister requested: "Levels, sectors, social organizations, businesses, individuals, and relatives of families whose people have been granted amnesty and returned should always open their arms wide, create the most favorable conditions for those who are granted amnesty to quickly reintegrate into the community, and join hands to build a prosperous and happy life, without discrimination and alienation from those who are granted amnesty.
Also at the conference, Senior Lieutenant General Le Van Tuyen - Member of the Party Central Committee, Deputy Minister of Public Security said that he will direct detention facilities in the People's Police to do a good job of propaganda, management, and education of prisoners to compare regulations and areas of subjects proposed for special amnesty to work and reform well, and have the opportunity and conditions to be considered for special amnesty proposals.
Promptly encourage inmates who have not been granted amnesty so that they can feel secure in serving their sentences, actively study, work, reform, and turn to goodness to soon be eligible to enjoy the leniency of the Party and State.
