Resolution 248/2025/QH15 stipulating a number of specific and outstanding mechanisms and policies to implement breakthroughs in education and training officially takes effect from January 1, 2026.
Clause 2, Article 2 of the Resolution stipulates specific and superior policies on remuneration for human resources in the education sector as follows:
Vocational preferential allowances are implemented according to the roadmap prescribed by the Government for public preschool and general education institutions with levels:
- Minimum 70% for teachers;
- Minimum 30% for employees;
- 100% for teachers working in border areas, islands, ethnic minority and mountainous areas, areas with particularly difficult socio-economic conditions;
In addition, regulations on increased income for teachers from January 1, 2026 are as follows:
Vocational education and higher education institutions are autonomous in deciding the level of additional income for teachers, civil servants and employees from legal revenue outside the state budget that is left behind according to the provisions of law, in accordance with internal spending regulations and the operating results of the unit.
Thus, the additional income level for teachers from January 1, 2026, which is decided autonomously by vocational education and higher education institutions from legal revenue outside the state budget allocated, is left to the law, in accordance with the internal spending regulations and the operating results of the unit.
