The 14th Party Congress officially opened on the morning of January 20, 2026 at the National Convention Center, Hanoi Capital.
Attending the Congress were 1,586 delegates representing more than 5.6 million Party members throughout the Party. Among them, delegates were naturally 163 comrades (accounting for 10.28%); delegates elected were 353 comrades (accounting for 22.25%); delegates appointed were 1,070 comrades (accounting for 67.47%).
Male delegates have 1,285 comrades, accounting for 81.02%; female delegates have 301 comrades, accounting for 18.98%. Ethnic minority delegates have 167 comrades, accounting for 10.53%. There is 1 delegate who is a Hero of the People's Armed Forces, accounting for 0.06%; 10 delegates who are Meritorious Teachers, accounting for 0.63%; 10 delegates who are People's Doctors, Meritorious Doctors, accounting for 0.63%; 3 delegates who are People's Artists, Meritorious Artists, accounting for 0.19%.
Attending the Congress were guest delegates: 205 delegates who are domestic guests, including 128 former leaders of the Party, State, Vietnam Fatherland Front Committee and members of the Party Central Committee (official and alternate) from term IV to term VIII; 16 Deputy Chairmen, members of the Central Inspection Committee who are working as non-Members of the Party Central Committee term XIII; 41 deputy heads of Party committees at the Central level, secretaries, deputy secretaries, chairmen of people's councils, chairmen of people's committees of provinces and cities, Party committees directly under the Central Government retired early and retired at the right age in 2025 due to consolidation, merger and not old enough to be re-elected; 20 delegates who are Vietnamese Heroic Mothers, intellectuals, intellectuals, artists, typical religious dignitaries, typical youth.
The Congress was attended by 111 ambassadors and representatives of countries and heads of diplomatic missions and international organizations in Vietnam.
In the opening session, Politburo Member, Prime Minister Pham Minh Chinh, on behalf of the Presidium, chaired the opening session of the Congress.
Politburo Member, President Luong Cuong, on behalf of the Presidium, delivered the opening speech of the Congress.
General Secretary To Lam presented the Report of the 13th Central Committee of the Party on documents submitted to the 14th Party Congress.
Member of the Party Central Committee, Deputy Head of the Central Organization Committee Bui Thi Quynh Van, on behalf of the Secretariat Delegation, presented a notice on congratulatory telegrams from political parties, organizations, international friends and overseas Vietnamese sent to the 14th National Congress of the Communist Party of Vietnam (first time) with a number of 559 congratulatory letters and telegrams, including 109 political parties, 6 international and regional organizations, 16 individuals, 122 people's organizations and 306 Vietnamese associations abroad.
Politburo Member, Prime Minister Pham Minh Chinh, on behalf of the Presidium and the entire Congress, expressed his respect and gratitude for the friendly feelings, cooperation, concern, encouragement, support and valuable assistance of political parties, organizations and international friends for the Communist Party of Vietnam and our People;
Affirming that the Communist Party of Vietnam continues to consistently implement the foreign policy guidelines set out, strengthen friendship and cooperation with countries, political parties, organizations and international friends, contributing to the cause of peace, national independence, democracy and social progress in the world.
Member of the Politburo, Standing Secretary of the Secretariat of the 13th Party Central Committee Tran Cam Tu presented the Report on reviewing the leadership and direction of the 13th Party Central Committee Executive Committee.
In the afternoon of January 20, 2026, delegates worked at the Delegation, discussing the Congress documents.
