In the context of the country entering a new stage of development, the Government determines that continuing to improve and enhance the operational efficiency of the state administrative apparatus must be closely linked to the goal of successfully implementing the Resolution of the 14th Party Congress, striving to 2030 - the 100th anniversary of the founding of the Party - to make our country a developing country with modern industry and high average income; and to 2045 - the 100th anniversary of the founding of the country - to become a developed country with high income.
In that spirit, the Government focuses on implementing the adjustment of administrative boundaries in a sustainable direction.
In which, continue to review and comprehensively assess the development space after arranging commune-level administrative units (UAs), ensuring administrative boundaries are consistent with the requirements of socio-economic development, urbanization, regional linkage and improving local governance efficiency.
Focus on handling areas with divisions in urban space, industrial parks, economic zones, transport infrastructure, logistics and areas with high natural, socio-economic connectivity; and at the same time study arranging administrative units that do not meet the requirements for scale, development space and capacity to provide public services.
Link the process of completing administrative units with planning, synchronous infrastructure investment and promoting urbanization, creating new development momentum, striving to achieve the goals of urbanization rate and urban system development in the spirit of the 14th Party Congress Resolution.
Another important task is to synchronize technology infrastructure, standardize data and promote equitable digital transformation. Continue to invest and synchronously upgrade digital infrastructure from central to grassroots levels, prioritizing difficult areas, remote and isolated areas.
Ensuring that information systems, digital platforms and specialized data transmission networks operate stably and smoothly, meeting the requirements of management, administration and provision of public services in the 2-level local government model.
Accelerate the completion, connection and effective exploitation of national databases, specialized databases and shared platforms; ensure data is "correct, sufficient, clean, live, unified and shared", effectively serving the direction, administration, supervision and decision-making based on data.
Focus on improving digital capacity for cadres, civil servants, and public employees, especially at the grassroots level; promote the application of artificial intelligence, big data and digital technologies in public service activities.
At the same time, strengthen discipline and order in the implementation of digital transformation, linking the responsibility of the head with the results of task implementation in each agency, unit, and locality.
According to the Ministry of Home Affairs, there are currently 705 communes and wards nationwide that have not met the standards for natural area or population size according to the regulations of the National Assembly Standing Committee. Among these, 17 units have not met both standards for area and population, 529 units have not met the standards for area and 159 units have not met the standards for population.
However, many communes and wards in border areas, remote areas, with complex terrain or with specific historical, traditional, and cultural elements. These units may not continue to be arranged as in previous periods.
Therefore, 705 communes and wards that do not meet standards will not be arranged simultaneously, but each case will be considered based on the specific conditions and characteristics of the area.
