According to a report by the Ministry of Home Affairs, after 1 year of implementation, the 3-level government and 2-level local government models have gone into stable operation nationwide, ensuring smoothness and not interrupting the work of people and businesses with outstanding results.

At the Central level, the Government structure is still 14 ministries and 3 ministerial-level agencies, down 22.7%; internal organizations of ministries and sectors continue to be arranged in the direction of sharply reducing intermediate levels.

In localities, the whole country still has 34 provinces and cities directly under the Central Government and 3,321 commune-level administrative units, a decrease of 66.91% in the number of commune-level units compared to before the arrangement; the district level terminated operations, and the system of specialized agencies was reorganized in a shorter and more direct direction.

Specialized agencies under the Provincial People's Committee decreased by 709 agencies (60.3%); established 467 provincial-level specialized agencies and 10,066 commune-level specialized departments; 8,289 district-level specialized agencies ceased operations.

In the context of a very large workload, short transition time, and wide impact scope, the 3-level state administrative system has basically maintained stable operation; the direction and administration of the Government, ministries, branches, and localities have been maintained; major policies on public service, social security, people with meritorious services, employment, and social insurance continue to be implemented continuously.

To date, the whole country has 147,49 commune-level cadres and civil servants, of which 52,764 people have been transferred and arranged from the provincial and district levels to the commune level, accounting for about 35.88%, becoming a force with professional qualifications and management experience, playing a core role in supporting the commune level to receive new tasks, provide professional guidance, transfer experience and improve the quality of public service performance at the grassroots level.

By May 2026, 33/34 localities had established and operated 3,189 Commune-level Public Administration Service Centers; National Public Service Portal connected with 34/34 localities; The average Administrative Reform Index reached 89.96%, the highest level ever; Satisfaction index maintained above 83%.

Bringing public services closer to the people, associated with communes, wards, and special zones is very important. People not only need a more streamlined apparatus but also need to see the government closer, solve problems faster, have better service attitudes and clearer responsibilities.
