The Ministry of Construction has just issued Document No. 11733/BXD-VT&ATGT on proactively responding to heavy rain, floods, inundation, flash floods, landslides, tornadoes, lightning, hail and strong winds at sea, sent to the Departments of Construction of provinces and cities directly under the Central Government; Departments: Vietnam Roads, Vietnam Railways, Vietnam Maritime and Waterway, Vietnam Airlines, Economic - Construction Investment Management, Construction Infrastructure; and Vietnam Railways Corporation.
According to news from the National Center for Hydro-Meteorological Forecasting, from July 27 to the night of July 28, the Northern region will have moderate rain, heavy rain commonly from 50 - 120mm, locally over 250mm, risk of heavy rain intensity (over 100mm/3h), the Central Highlands and Southern regions will have moderate rain, heavy rain commonly from 40 - 100mm, locally over 200mm, risk of heavy rain intensity (over 100mm/3h). The sea area from Khanh Hoa to Ho Chi Minh City, the west of the Central and Southern East Sea area (including the sea area west of Truong Sa special zone) has strong southwest winds of level 6, gusts of level 7 - 8, sea waves 2-3m high.
Before the developments of the rainy and storm season, the Ministry of Construction requests agencies and units according to their functions, tasks, and assigned authority to organize the drastic and effective implementation of the direction of the Ministry of Construction in document No. 11645/BXD-VT&ATGT dated July 26, 2026 on proactively reviewing and having measures to ensure safety and prevention of natural disasters before the rainy and flood season for traffic infrastructure and construction works.
Closely monitor warning bulletins, forecasts of heavy rain, floods, inundation, flash floods, landslides, tornadoes, lightning, hail, strong winds at sea; inform and promptly coordinate with local authorities and people to proactively take appropriate preventive measures. Urgently mobilize forces to overcome the consequences of the recent floods.
Proactively organize forces to guard, control, and guide traffic safety at underground, spillway, and traffic roads that are deeply flooded, with fast flowing water, areas that have experienced landslides or are at risk of landslides; resolutely not allow people and vehicles to pass if safety is not ensured; arrange forces, materials, and vehicles to overcome incidents, ensure smooth traffic on main traffic axes, and prevent flooding in urban and industrial parks. Direct inspection, review, and deployment of measures to ensure the safety of construction sites under construction.
For heavy rain, tornadoes, lightning, hail, flooding in low-lying areas, urban and industrial areas, flash floods on small rivers and streams, landslides on slopes (Central Highlands and Southern regions), it is necessary to closely monitor warning bulletins and forecasts on weather developments, heavy rain, tornadoes, hail, floods, flash floods, landslides and information, coordinate promptly with local authorities and people to proactively take appropriate preventive measures; be ready with local forces to promptly support people to overcome consequences (if any).
For strong winds at sea (coastal provinces and cities in the Central and Southern regions), closely monitor warning bulletins, forecasts and developments of strong winds at sea; notify captains and owners of vehicles and ships operating at sea to proactively prevent and have appropriate production plans, ensuring safety for people and property; maintain communication to promptly handle bad situations that may occur.
Organize forces to guard, control, support, and guide to ensure traffic safety for people and vehicles, especially at culverts, spillways, deeply flooded areas, fast-flowing water, areas where landslides have occurred or there is a risk of landslides; resolutely not allow people and vehicles to pass if safety is not ensured, not to cause unfortunate loss of life due to carelessness and subjectivity; arrange forces, materials, and vehicles to overcome incidents, ensuring traffic safety on major traffic axes when heavy rain and flooding occur.
Strengthen information and communication work, propaganda, disseminate and guide people on skills to respond to heavy rain, tornadoes, lightning, hail, flooding, flash floods, landslides, strong winds at sea to proactively prevent, avoid, and minimize damage.
The above-mentioned agencies and units organize 24/24h duty and report to the Civil Defense Command of the Ministry of Construction. The Ministry of Construction requests agencies and units to implement it.
