On the afternoon of March 6, in Hanoi, Politburo member and Prime Minister Pham Minh Chinh chaired a national online conference on removing difficulties and obstacles, promoting the development of social housing.
In recent times, the Prime Minister has continuously chaired conferences and meetings with businesses to unblock the supply of social housing, quenching the "thirst" for settlement for people.
In his opening speech, the Prime Minister said that the development of social housing has been discussed a lot, but the implementation efficiency is not high.
Welcoming the recent start of large social housing projects in some localities, the Prime Minister expressed concern when "the land is in our hands, money can be mobilized, mechanisms, policies, and procedures are in our hands, but the construction of social housing does not change or changes very slowly".
The Prime Minister affirmed that the demand for social housing is very large, therefore, agencies must put themselves in the position of people in need to solve and implement tasks according to functions, tasks and powers.
Localities have been assigned specific targets on building social housing, and must consider this a political task, with the view of taking people as the center, the subject, and people as the decisive factor for development, all policies must be aimed at people.
The Prime Minister suggested that delegates focus on frank discussion on a number of contents: Are the social housing construction targets assigned to localities suitable? Are each locality needing to do more? mechanisms and policies that need to be resolved; how to mobilize resources; design and models of social housing; mass production capacity; on methods, planning work, land allocation, administrative procedures in implementing social housing projects.
The Prime Minister raised the issue of organizing a social housing architecture design contest to have houses suitable for the conditions, landscape, culture, and climate of each region (Northern mountainous region, Red River Delta, Central Coast, Central Highlands, Southeast, Southwest), suitable for users' needs while still spacious, bright green and beautiful.
At the same time, it is possible to study the construction of social housing by assembling reinforced concrete components.
Regarding resources, Prime Minister Pham Minh Chinh mentioned a number of solutions that have been and are being implemented such as establishing a national housing fund; disbursing a credit package of VND 140,000 billion for social housing without counting it in the credit "rooms" of banks...
Regarding procedures, the Prime Minister said that it is necessary to create mechanisms and policies, calling on businesses to do it quickly, cutting down procedures, in the spirit of the people and the country.
The Prime Minister raised the issue: Why don't businesses do it, perhaps because the government doesn't dare to assign work? Can it be directly assigned to businesses without needing to go through bidding, as long as it ensures publicity, transparency, and prevention of corruption, negativity, and waste?

The head of the Government noted that if bidding, it must ensure substance, not officially, not "blue army, red army", avoiding the situation where the process is very long, time-consuming and does not bring anything.
Prime Minister Pham Minh Chinh also noted that social housing does not mean being built in "excess" land, in "honest" places, and cannot be built in commercial housing. Social housing must be prioritized first before commercial housing.
Social housing must have full infrastructure conditions (communication, healthcare, education, sports, society, environment, etc.) such as commercial housing, but the only difference is that the state has support policies. Social housing must be purchased and leased.
