On the afternoon of March 5, at the regular Government press conference in February 2025, the press raised questions about the research to establish a "National Housing Fund" to develop affordable housing in large cities; the development of social housing and low-income housing.
Regarding this issue, Ms. Tong Thi Hanh - Director of the Department of Housing and Real Estate Market Management (Ministry of Construction) - said that at the regular Government meeting on the same day, the Minister of Finance proposed assigning the Ministry of Construction to study and establish a national housing fund under the direction of General Secretary To Lam.
With the responsibility of State management of housing, the Ministry of Construction has assigned the specialized unit to urgently study international experience, review current legal regulations, and propose solutions for implementation.
The tasks being implemented and studied are planning, planning housing development programs, project implementation so that after receiving instructions from the Government and competent authorities, the Ministry of Construction will develop a project to submit according to schedule and quality.
Informing about the results of social housing development, Ms. Hanh said that on February 21, 2025, the Ministry reported to the Prime Minister on the implementation of the project of 1 million social housing units.
According to Ms. Hanh, tomorrow afternoon (March 6), the Prime Minister will chair a national online conference on removing difficulties and obstacles, promoting the development of social housing.
Regarding the implementation of social housing, Ms. Hanh said that there are 5 main groups of tasks.
Accordingly, the social housing development target is included in the local socio-economic development target system.
In Directive No. 34, the Secretariat has set out key tasks and solutions, including the task of including the goal of introducing social housing development targets into the local 5-year and annual socio-economic development targets system.
To date, 10 localities across the country have included social housing development targets in the local annual and 5-year socio-economic development plan.
Regarding the plan to implement the 1 million social housing apartments project, up to now, 30 localities have issued project implementation plans.
Regarding the planning and arrangement of land funds for social housing development, Ms. Hanh said that according to the synthesis of reports from localities, 1,309 locations nationwide have been planned with a scale of 9,737 hectares of land for social housing.
Regarding the results of investment in social housing construction, through the synthesis of reports from localities, in the period from 2021 to present, 655 social housing projects have been implemented nationwide with a scale of 593,428 units.
In 2024 alone, the country will have 28 projects with a scale of 20,284 units completed (an increase of about 46% compared to 2023, equivalent to about 6,420 units).
23 projects with a scale of 25,399 units have been licensed and started construction (an increase of about 13% compared to 2023, equivalent to about 3,000 units).
The number of projects approved for investment is 113 projects, equivalent to 142,450 units (an increase of about 101% compared to 2023).
