The National Assembly finalizes that lawmakers will be supported with 100% salary coefficient

The National Assembly resolved that people who directly and regularly work in law-making at a number of agencies and units will receive monthly support equal to 100% of their salary coefficient.

On the morning of May 17, with 416/443 delegates present in agreement, the National Assembly voted to pass the Resolution of the National Assembly on a number of special mechanisms and policies, creating a breakthrough in law making and enforcement.

According to the resolution, people who directly and regularly work as a consultant on strategic research, policies, and law making at a number of agencies and units are entitled to receive monthly support equal to 100% of the salary according to the current salary coefficient (excluding allowances).

This group includes: full-time National Assembly deputies; full-time Provincial People's Council deputies (added groups); leaders, civil servants, and officers of the armed forces with job positions in law-making and legal affairs, inspection of legal documents, international dispute resolution, and researchers of agencies and units according to regulations.

Other subjects belonging to the Party agencies and the Vietnam Fatherland Front are regulated by the Party's competent authority; other subjects belonging to ministries, ministerial-level agencies and local governments are regulated by the Government; Subjects not included in the above points are also groups receiving monthly support.

Previously, Minister of Justice Nguyen Hai Ninh presented a report on receiving, explaining, and revising the draft Resolution of the National Assembly on a number of special mechanisms and policies that create breakthroughs in the development and organization of law enforcement.

The Minister raised many opinions suggesting adding the beneficiaries of monthly support equal to 100% of the current salary coefficient as full-time Provincial People's Council delegates and leaders and civil servants directly assisting the Office of the National Assembly Delegation and the Provincial People's Council in drafting legal documents of the Provincial People's Council.

Regarding this issue, the Government has taken over and supplemented the beneficiaries of monthly support equal to 100% of the current salary coefficient as full-time Provincial People's Council delegates.

Because this is a group of cadres who basically ensure the criteria of "directly and regularly working in policy consulting and law-making" stipulated in Resolution No. 66-NQ/TW of the Politburo and has been proposed by many National Assembly deputies.

Minister Nguyen Hai Ninh said that he had not immediately considered and added a number of other subjects proposed by delegates because these are subjects that were also discussed during the process of drafting the Resolution but have not yet reached high consensus among the agencies.

Therefore, the draft Resolution is being finalized in the direction of assigning competent agencies of the Party, the National Assembly Standing Committee, and the Government to continue reviewing, adjusting, and supplementing later on the basis of ensuring the right subjects according to regulations.

According to the Minister, in cases where subjects have not been considered for monthly support but perform tasks in the law-making process, they will still receive support according to the outstanding spending contract and remuneration in participating in the development of each specific legal document mentioned in Appendix II.
