On December 6, Prime Minister Pham Minh Chinh, Head of the State Steering Committee for important national projects and works, key to the transport sector, chaired the 15th meeting of the Steering Committee.
Speaking at the meeting, the Prime Minister commended ministries, branches, localities and units for their determination to remove difficulties and obstacles, focus on site clearance, meet material needs, mobilize forces, means and human resources, resolutely carry out construction, speed up project implementation progress...; at the same time, severely criticized units and localities for delays in project implementation.
The Prime Minister requested that provinces, cities, ministries, branches and relevant entities, through their specific actions, complete the 3,000km expressway stretching from Cao Bang, Lang Son to Hanoi, to Da Nang, to Ho Chi Minh City, Can Tho and to Ca Mau.
"This is a project to welcome the 14th National Party Congress, demonstrating our sense of responsibility towards the country and the nation.
One thing to note is that bidding should not be used as a safe haven for the blue and red armies, because inspecting and auditing bidding and auctions is very grand and takes a lot of time, but in the end, there are still violations, they still have to be handled and it still takes a long time, and the budget still increases" - said the Prime Minister.
The Prime Minister pointed out that promoting projects is contributing to promoting public investment disbursement, completing the task of prioritizing growth; implementing the plan to sell the right to exploit expressways to recover capital for other projects; investors, contractors, localities, units and related entities make plans to make up for lost progress...
We must pay attention to the lives of workers and laborers at the construction site; develop a plan to prepare for Tet, especially for workers and laborers who stay on construction during Tet, they need special treatment.
Workers must have a Tet holiday, although temporarily far from their relatives and homeland, but close to joy and happiness, contributing to the development and prosperity of the country, to the era of national development, in the spirit of "not letting brothers, sisters, and workers be lonely on the construction site".
The Prime Minister noted that we must be determined to complete the set goals, and that we cannot adjust the goals; we must identify this as an important and top political task in the coming time to focus on directing and operating.
Regarding site clearance, the Prime Minister directed localities, especially the provinces of Tuyen Quang, Khanh Hoa, Binh Duong, Dong Nai, Kien Giang, Bac Lieu and Da Nang City, to make more drastic efforts in organizing the implementation of the remaining site clearance work in December 2024, as a basis for completing the project in 2025.
Prime Minister Pham Minh Chinh requested ministries, branches, localities, and competent agencies to direct investors and construction contractors to coordinate with localities to remove difficulties and obstacles in site clearance, relocation of technical infrastructure, and supply of construction materials.
The Prime Minister requested that Project Management Boards need to learn from practical experience, urgently reorganize construction on site, and carry out construction smoothly and simultaneously in many locations according to the "rolling" principle.
Rebuild and complete the progress critical path; urge and mobilize the total force of the main contractor and subcontractors, deploy 24/7 the work performed with modern machinery and equipment.
