On the morning of May 14, Politburo member and Prime Minister Pham Minh Chinh chaired a meeting with ministries, branches and central agencies to evaluate the work of combating smuggling, trade fraud and counterfeit goods in the first months of 2025 and the direction and tasks for the coming time.
At the beginning of the meeting, Prime Minister Pham Minh Chinh said that in recent times, ministries, branches and localities have made many efforts in combating smuggling, trade fraud, and counterfeit goods, achieving certain results, contributing to stabilizing production, business, markets, controlling goods, protecting people's health, ensuring security and order.
However, many serious cases have been discovered recently such as the case of fake milk in Hanoi, fake medicine in Thanh Hoa, fake food in Phu Tho, fake functional foods in Hanoi, counterfeit goods in Ho Chi Minh City; counterfeit goods are widely traded on social networks; the situation of manipulation, hoarding, price increase... affecting people's health, psychology, affecting security and order, budget loss, negatively affecting many other aspects of social life.
Emphasizing that this is a big, serious problem and frankly saying that due to the laxity of some relevant agencies and localities, the Prime Minister questioned whether it was due to lack of responsibility; overlapping and omission of tasks.
At the same time, the Prime Minister requested a strict review, clarifying the causes and responsibilities of organizations and individuals, and proposing tasks, solutions, and responsibilities of agencies, localities, and functional forces to prevent, repel, and end smuggling, trade fraud, and counterfeit goods.
According to the report of Steering Committee 389, in 2025, violations of the law on the production and trading of counterfeit goods, trading of expired goods, unknown origin, trading of smuggled goods, goods without invoices, documents, etc. will continue to occur in most provinces and cities; public trading on social networks.
Through the fight against smuggling, trade fraud, and counterfeit goods, units and localities have arrested and handled more than 34,000 violations.
Of which, there were more than 8,200 cases of trading and transporting prohibited and smuggled goods; more than 25,100 cases of trade fraud and tax fraud; more than 1,100 cases of counterfeit goods, intellectual property violations; more than VND 4,897 billion in state budget revenue; nearly 1,400 cases, more than 2,100 subjects were prosecuted.
However, the situation of smuggled goods and illegal transportation of goods across the border is still complicated; in the country, the production and trading of counterfeit goods, poor quality goods, and goods of unknown origin are still operating openly in many places.
The situation of illegal purchase and sale of invoices, tax fraud and taking advantage of favorable and open conditions in import policies for smuggling and trade fraud have not been detected and handled promptly.
