Striving for GDP growth in 2026 from 10% or more

In the afternoon of April 9, the National Assembly listened to the Government's report on the 5-year Plan 2026-2030.

Authorized by the Prime Minister, Deputy Prime Minister Nguyen Van Thang said that in the 5 years 2021-2025, under the leadership of the Party, National Assembly, and Government, our country has achieved important and outstanding achievements.

In which, reaching and exceeding 22/26 main targets in the 2021-2025 period, in 2024, 2025 completing all 15/15 targets. In 2025, GDP scale reached 514.4 billion USD, 1.48 times higher than 2020; GDP per capita reached 5.026 USD, 1.4 times higher than 2020; social security is guaranteed.

Regarding the expected 5-year socio-economic development plan (SEP) 2026-2030, the Deputy Prime Minister said that to realize the goals and development vision to 2030 and 2045, overcoming the middle-income trap, the Government identifies the goal of rapid and sustainable development of the country. Striving for GDP growth in 2026 and the 5-year average of 2026-2030 from 10% or more.

At the same time, GDP per capita by 2030 will reach 8,500 USD, 1.7 times higher than in 2025; maintain a peaceful and stable environment; improve all aspects of people's lives.

The Government also submitted to the National Assembly 5 guiding and operating viewpoints, 59 key targets, 11 key groups of solutions in the 2026-2030 period and 92 tasks to be implemented immediately in 2026.

In which, it is necessary to focus on a number of tasks such as perfecting synchronous, modern, and competitive development institutions to create growth breakthroughs, establishing new growth models; strongly shifting state management methods from "pre-inspection" to "post-inspection".

Improve the efficiency of law enforcement organization. Improve standards, regulations, and economic - technical norms; fundamentally remove barriers and bottlenecks, and improve institutions and laws to develop the digital economy and invest in business.

Converting the growth model; promoting the restructuring of industries and fields; developing business sectors and new economic models.

Promoting the handling of weak credit institutions

Promoting growth associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances, combating economic crises; unlocking and diversifying supply chains and capital channels.

Develop the capital market into a long-term capital mobilization channel for the economy. Modernize the system of credit institutions, promote the handling of weak credit institutions, cross-ownership, improve credit quality and efficiency, and maintain stability and safety of the system" - Deputy Prime Minister emphasized.

Develop a synchronous and modern infrastructure system; promote urbanization and urban development, regional linkages. The Deputy Prime Minister said that by 2030, more than 5,000km of highways will be put into use. Develop energy infrastructure to meet the requirements of high economic growth associated with ensuring energy security.

Manage sustainable social development; ensure social progress and equity, and care for people's lives. In which, build a multi-layered, modern, and adaptable social security system. Develop a flexible, synchronous, modern and integrated labor market. Encourage legitimate enrichment and strong development of the middle class.

Effectively manage and use resources, protect the environment, proactively adapt to climate change. Basically handle air pollution, flooding, and traffic congestion in some major cities such as Hanoi and Ho Chi Minh City.

Consolidating and strengthening national defense and security; innovating governance and implementation, identifying "double-digit" growth as a key political task, which must be concretized in annual work programs and plans.

According to the Deputy Prime Minister, in 2026 alone, the key tasks focus on perfecting institutions and laws; reducing at least 50% of costs and time to comply with administrative procedures compared to 2024.
