Prime Minister Pham Minh Chinh emphasized that the arrangement of administrative units, consolidation at the provincial level, removal of district levels and merger at the commune level is a major policy of the Party and State to complete the streamlined state administrative apparatus, improve efficiency - effectiveness - efficiency; focus on land resources, population, expand development space, and more effectively promote economic and social potential and strengths.
The Prime Minister highly appreciated the achievements of Hai Phong City and Hai Duong Province in implementing the arrangement of administrative units, perfecting the apparatus and developing the socio-economy.
In the context of implementing the task of arranging administrative units, the two localities still focus on leading and directing the implementation of socio-economic development tasks, ensuring the set goals and targets, the economic growth rate in Hai Phong for 6 months is estimated at 11.2%, Hai Duong is estimated at 11.46%, contributing positively to the overall results of the whole country.
The merger of Hai Duong province and Hai Phong city into a new administrative unit named Hai Phong city demonstrates the thinking, strategic vision, long-term vision of the Party and State on development space, optimizing resources, resonating with potentials and advantages, towards a large, modern, smart, multi-functional city, raising the level of industrial, logistics, seaport development, trade, services, culture, education, science and technology.
Prime Minister Pham Minh Chinh requested that the new Hai Phong City "not hesitate, not wait" to take advantage of every new opportunity and fortune to become an important economic, trade, service, political, cultural, scientific and technical center of the Northern coastal region and the whole country. In particular, quickly perfecting and stabilizing the organizational apparatus; arranging and selecting a team of cadres with sufficient qualities, abilities, prestige, daring to think, daring to do, daring to take responsibility, daring to face difficulties and challenges. At the same time, continue to do a good job of resolving policies and regimes for cadres, civil servants, public employees and armed forces when implementing the arrangement of administrative units.
Hai Phong ensures essential conditions for agencies and units to operate effectively, efficiently, smoothly, and without interruption in state management and public service provision for people and businesses. Along with that, continue to promote digital transformation, simplify administrative procedures, provide high-level online public services, and remove barriers to administrative boundaries in handling administrative procedures.
