On May 7, the Government Inspectorate issued Inspection Conclusion No. 138/KL-TTCP on the inspection of planning and implementation of construction planning, construction investment management and land use management in Can Tho city in the period of 2015 - 2022.
Notably, the Government Inspectorate has proposed that the Ministry of Public Security direct the competent authorities to receive information on violations of the Thot Not Industrial Park Infrastructure Construction Center in Thot Not Industrial Park (phase 3) regarding 3 land lease contracts of 2 enterprises ( Wilmar Agro Vietnam Co., Ltd. signed 2 contracts in 2010, 2014 and Truong Hai Group Joint Stock Company signed a contract in 2016) for consideration and handling according to the provisions of law.
Accordingly, during the inspection of land management and use, the Government Inspectorate pointed out that the fact that the Thot Not Industrial Park Infrastructure Construction Center has not been leased land in Thot Not Industrial Park by the Can Tho City People's Committee (phase 3), has not invested in the construction of industrial park infrastructure but has signed a one-time land lease contract for the entire lease term, with an area of 7.01ha ( Wilmar Agro Vietnam Co., Ltd. signed 2 contracts in 2010, 2014 with an area of 4.45ha and Truong Hai Group Joint Stock Company signed a contract in 2016 with an area of 2.56ha) is a violation of regulations.
On the other hand, the unit price at 3/4 of the above land lease contracts has not been approved by the City People's Committee and the Department of Finance, violating Government regulations.
"These violations need to be transferred to the Investigation Agency for consideration and handling in accordance with the provisions of law" - the Government Inspectorate stated.
In addition, the Government Inspectorate also recommended that the People's Committee of Can Tho City review the selection of investors for all investment projects using land in the area; thoroughly correct according to regulations for projects that the City People's Committee decided to invest in without auctioning to select investors, ensuring no loss of state budget.
Can Tho City People's Committee is also recommended to direct competent agencies to inspect the situation of land lease and land rent collection of investors in industrial park infrastructure business in 4 industrial parks for secondary investors; on that basis, adjust and collect land rent in accordance with the Government's regulations; Inspect the situation of land use in Hung Phu 1 Industrial Park invested by Saigon - Can Tho Industrial Park Joint Stock Company, take measures to handle according to regulations, avoid loss of state budget revenue, during the implementation process if there are signs of criminal violations, and transfer to the investigation agency according to authority;
Inspect the management and use of public land funds in the city in accordance with the provisions of law;
Inspecting the fields and occupations of investment incentives for the recovered land area of Song Hau Farm assigned to 2 organizations (Song Hau Food Processing Joint Stock Company and Song Hau Seafood Processing Joint Stock Company) for use in production and business purposes. During the implementation process, if there are signs of violations, it is recommended to transfer them to the competent authority for handling according to regulations.
