Sending a petition to the Ministry of Home Affairs, Vinh Long province proposed that ministries managing industries and fields soon issue circulars guiding the staffing quotas for civil servants of specialized departments and administrative organizations under the commune-level People's Committee; staffing quotas for public service centers and commune-level health stations.
This is to serve as a basis for allocating staff appropriately to the nature, level, workload, specific conditions, and reality of each locality.
Responding to this proposal, the Ministry of Home Affairs said that the Ministry is submitting to the Government a draft decree regulating the management and use of civil servant payroll and a decree regulating the management and use of the number of people working in public service units, in which assigning tasks to ministries managing industries and fields to soon issue documents guiding the determination of civil servant payroll norms and norms for the number of people working in public service units under industries and fields under their management, as a basis for determining payroll for the period 2027 - 2031.
After the ministries managing industries and fields issue the above-mentioned guiding documents, they will serve as a basis for ministries, branches, and localities to implement.
While the ministry managing the industry and field has not issued documents guiding the determination of staff quotas, based on the 2026 staff quota assigned by the Politburo and the Central Organization Committee, the Ministry of Home Affairs proposes that localities base on the criteria: Job positions and workload of each job position; the level of modernization of equipment, working methods and application of information technology; the actual use of civil servant staff, the number of assigned employees; population size, natural features, number of commune-level administrative units, political security characteristics, social order and safety, and specific factors of agencies, organizations, and units...
From there, localities proactively arrange and assign staff to agencies, organizations, and units within their management scope to be appropriate, ensuring that it does not increase the number of civil servants and the number of employees receiving salaries from the state budget assigned by competent authorities.
