On February 26, the Ministry of Public Security held a national online conference on transferring the task of state management of drug addiction treatment and post-rehabilitation management from the Labor, Invalids and Social Affairs sector to the People's Public Security force.
General Luong Tam Quang - Politburo member, Minister of Public Security chaired the conference.
At the conference, Minister Luong Tam Quang emphasized that from 0:00 on March 1, 2025, the Ministry of Public Security will begin implementing the state management function of drug addiction treatment and post-drug addiction management from the Ministry of Labor, Invalids and Social Affairs.
In localities or drug rehabilitation facilities managed by other organizations and sectors, they will be transferred to the provincial police to receive and perform this task.
After drug rehabilitation facilities are transferred to the Public Security sector for management, it is recommended that local People's Committees continue to maintain support policies and regimes and report to the People's Councils to continue maintaining support policies and regimes for police officers, soldiers, civil servants, workers and drug prevention and control work according to their authority.
In the immediate future, Minister Luong Tam Quang requested the People's Committees of localities to direct the Public Security sector so that both sides can effectively receive and hand over the drug rehabilitation facilities, and continue to put them into operation from March 1. At the same time, directing departments and branches to organize meetings and encourage cadres, civil servants, public employees, and workers working at drug rehabilitation facilities to agree and uphold their responsibilities.
Immediately after the conference, the local police sent the transfer decisions of the local People's Committees to the Ministries to promptly issue decisions to receive and reorganize drug rehabilitation facilities under the Drug Crime Investigation Police Department of the local police.
At the same time, organize forces to immediately go to drug rehabilitation facilities to prepare conditions for service and reception; do a good job of ideological work for officers and soldiers performing this task.
Also at the conference, the Minister suggested that leaders of local People's Committees should pay more attention and strengthen more drastic direction on drug prevention and control, especially the work of reducing "demand" for drugs.
Ministries and branches, based on their functions and tasks, are interested in drug prevention and control in general and drug addiction treatment. This is a very important task to protect the rice variety and protect the labor resources of society in the new era of national development.
Minister Luong Tam Quang emphasized that drug rehabilitation and post-terrorism management is a difficult field, to achieve high efficiency, there needs to be consensus, mobilizing the combined strength of the entire political system and the entire population to participate.
The Minister suggested that the People's Committees of provinces and centrally run cities continue to pay attention to and prioritize resources for drug rehabilitation to reduce "demand", reduce the number of drug addicts and illegal drug users to limit the causes of crime and social evils, ensure social order and a peaceful and happy life for the people.
