The Ministry of Home Affairs has 22 units and 7 Deputy Ministers after the merger

The Ministry of Home Affairs is chaired by Minister Pham Thi Thanh Tra and will have 7 Deputy Ministers; more than 3,000 cadres, civil servants, public employees and workers.

On February 24, the Government issued Decree No. 25/2025/ND-CP stipulating the functions, tasks, powers and organizational structure of the Ministry of Home Affairs.

According to the decree, the Ministry of Home Affairs has 22 units, including 10 departments, 5 departments and 7 other units.

The organizational structure of the Ministry of Home Affairs includes: Department of Organization - Border Guard, Department of Local Government, Department of Civil Servants - Public Employees, Department of Non-Governmental Organizations, Department of Administrative Reform, Department of Youth and Gender Equality Work, Department of International Cooperation, Department of Personnel Organization, Department of Legal Affairs, Department of Planning - Finance, Ministry Inspectorate, Ministry Office, Department of State Documents and Archives, Department of Salary and Social Insurance, Department of Employment, Department of Overseas Labor Management, Department of Meritorious People, Central Emulation - Reward Board.

These are administrative organizations that assist the Minister in performing state management functions.

Units including the Information Technology Center, the Institute of State Organization and Labor Science, the State Organization and Labor Magazine, and the Dan Tri Newspaper are public service units, serving the state management function of the Ministry.

Thus, after merging the Ministry of Home Affairs and the Ministry of Labor, War Invalids and Social Affairs, 13 units have been reduced compared to the beginning (more than 37%), from 35 to 22 units. The (new) Ministry of Home Affairs is ministrated by Minister Pham Thi Thanh Tra and has 7 Deputy Ministers.

The total number of positions after the merger of the Ministry of Home Affairs includes more than 3,000 cadres, civil servants, public employees and workers, of which the number of civil servants is over 800 people.

According to this decree, the Ministry of Home Affairs is a Government agency, performing the function of state management of the following sectors and fields: Administrative organization, state activities; local government organizations; cadres, civil servants, public employees and public employees; labor, salaries, social insurance; employment; occupational safety and hygiene; associations, social funds, charity funds, non-governmental organizations; meritorious people; youth; gender equality; documentation, state archives; emulation, rewards and state management for public services under the state management of the sector and field of the ministry according to the provisions of law.

The Decree takes effect from March 1, 2025, replacing Decree No. 62/2022 regulating the functions, tasks, powers and organizational structure of the Ministry of Labor, War Invalids and Social Affairs; Decree No. 63/2022 regulating the functions, tasks, powers and organizational structure of the Ministry of Home Affairs.
