On the morning of October 23, the National Assembly listened to the presentation and report on the review of the draft Press Law (amended).
Article 24 of the draft Press Law (amended) clearly stipulates the linkage in press activities.
Accordingly, press agencies are allowed to cooperate in press activities with other press agencies, legal entities, and individuals with business registration in accordance with the related field according to the provisions of law.
The head of the press agency is responsible for all joint activities in the field of journalism according to the provisions of law.
Press agencies are allowed to link design, presentation, printing, technology, advertising, press distribution and content production, except for content on political news, security, national defense, and foreign affairs.
Press agencies using public assets to conduct linkages shall comply with the provisions of law on management and use of public assets.
The draft law assigns the Government to specify in detail this Article 24.
Regarding the State's policy on press development, the draft stipulates a strategy for developing and managing the press system.
Focus on investing in the fields of training, fostering human resources in professional and technical fields and managing press activities, scientific research, and applying modern technology to press agencies.
Assign tasks, place orders, bid and support transportation, posting, transmission and broadcasting costs for the press to serve political tasks, security, national defense, culture, information and propaganda on emergency situations, foreign information, policy communication, serving children, deaf people, the deaf and hard of hearing, ethnic minorities, areas with particularly difficult socio-economic conditions, remote areas, mountainous areas, border areas, islands and other important tasks according to the Prime Minister's decision.
Invest in digital tools to monitor press activities in cyberspace to serve press management; invest in national press digital platforms, digital press data infrastructure and develop human resources for digital transformation of the press.
Article 25 of the draft law stipulates the cooperation activities of Vietnamese press agencies with foreign countries as follows:
1. Publicate, transmit and broadcast press products abroad; entrust organizations and individuals to print, transmit and broadcast Vietnamese press products abroad.
Newspaper products issued, broadcast and broadcast abroad must have the same content as domestically published, broadcast and broadcast products, without the content specified in Clauses 1, 2, 3, 4, 5, 6, 7, 8, 9, 10 and 11, Article 9 of this Law.
2. Hiring foreign experts and collaborators.
3. becoming a journalist working abroad.
4. Vietnam press agencies established foreign permanent agencies and representative offices must comply with the strategy for developing and managing the press system, notifying the Ministry of Culture, Sports and Tourism in writing the establishment and personnel list of the permanent agencies and representative offices no later than 15 days before the date of establishment of the permanent agencies and representative offices abroad.
5. Vietnamese press agencies cooperating with foreign countries must comply with legal regulations related to cooperation activities and are responsible for managing reporters with cooperation activities with foreign countries.
