This afternoon, October 31, continuing the 8th Session, the National Assembly discussed in the hall the draft Law amending and supplementing a number of articles of the Law on Health Insurance.
Speaking at the group, delegate Tran Thi Thu Hang (National Assembly Delegation of Dak Nong province) proposed to study and evaluate to amend Article 7b on the responsibilities of the Ministry of Education and Training according to the provisions of the current Law on Health Insurance and related regulations.
Accordingly, this delegate proposed to study the removal of the regulation that schools collect money to buy health insurance for students. This responsibility is assigned to local authorities and insurance agencies.
“The school is only responsible for providing the list of students to the insurance agency and disseminating and propagating to parents and students about purchasing health insurance,” emphasized delegate Tran Thi Thu Hang.
At the same time, this delegate suggested that it is necessary to study to choose the appropriate form of payment, and have a plan for students to participate in family health insurance, in which the state supports payment and reduces the payment level in order.
Regarding health insurance appraisal, delegates proposed to supplement regulations assigning the Government to detail Article 29 of the current Law on Health Insurance; at the same time, direct, guide, urge and inspect the implementation of regulations on insurance appraisal.
Speaking at the meeting, delegate Chau Quynh Dao (National Assembly Delegation of Kien Giang province) proposed that the State continue to increase the minimum state budget support level to 50% for students participating in health insurance.
This is one of the very important premises towards achieving the goal of universal health insurance coverage. Along with that, it is necessary to add the group of households escaping poverty to the list of budget support.
Concerned about the regulation on health insurance participants being students, delegate Nguyen Thi Thu Dung (National Assembly Delegation of Thai Binh Province) proposed to increase the support level to 50% and pay according to the educational and training institution without allowing the self-selection of the payment method. This will lead to the remaining 2.8% of students who have not participated to participate in health insurance.
Speaking at the debate, delegate Nguyen Duy Minh (National Assembly Delegation of Da Nang City) said that students are subjects stationed at schools, but in reality, this regulation has difficulties and obstacles in implementation.
The delegate said that the regulation on participating in health insurance is mandatory but there are no sanctions to deal with students who do not participate in paying for health insurance...
“In the end, students still depend on their family’s economic conditions. Adjusting the contribution rate based on the household will create fairness and eliminate the comparisons that are happening now.
At the same time, the state budget does not need to be increased by 50% to support students" - delegate Nguyen Duy Minh expressed his opinion.
