Student health insurance premiums based on new basic salary

Below is information on health insurance payments for households, students and pupils according to the new basic salary.

Ms. Nguyen Thi Lua asked: "From July 1, 2024, the basic salary is 2.34 million VND/month, so the health insurance contribution level for households and students will also change. I would like to ask, how will this health insurance contribution level change?".

Regarding Ms. Lua's question, on the Government's Electronic Information Portal, Vietnam Social Security responded to this issue as follows:

On June 30, 2024, the Government issued Decree No. 73/2024/ND-CP stipulating the basic salary and bonus regime for cadres, civil servants, public employees and armed forces. Accordingly, from July 1, 2024, the basic salary is 2,340,000 VND/month.

Change in family health insurance contribution level

According to current regulations, the health insurance contribution rate for family health insurance participants is as follows: The first person pays 4.5% of the basic salary; the second, third, and fourth people pay 70%, 60%, and 50% of the first person's contribution rate, respectively; from the fifth person onwards, the contribution rate is 40% of the first person's contribution rate.

The reduction of health insurance premiums as prescribed in this point is implemented when members participating in family health insurance participate together in the same fiscal year.

With the new basic salary of VND 2,340,000/month, the family health insurance contribution level from July 1, 2024 will change as follows:

Change in health insurance premiums for students

According to current regulations, for students in the group supported by the state budget, the health insurance premium for students is equal to 4.5% of the basic salary (in which the state budget supports at least 30% of the health insurance premium).

With the new basic salary of 2,340,000 VND/month, the health insurance contribution level for students from July 1, 2024 will change as follows:
