Continuing the 8th Session, on the morning of November 5, the National Assembly discussed in the hall the draft Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army.
At the end of the discussion session, the Minister of National Defense explained and clarified a number of issues raised by National Assembly delegates.
According to the draft law, the Government proposes to increase the retirement age of military officers at most military ranks.
For lieutenants, the maximum age limit for active officers (retirement age) increases from 46 to 50 years old. Majors from 48 to 52 years old. Lieutenant Colonels from 51 to 54 years old. Senior Colonels from 54 to 56 years old. Colonels from 57 years old (for men) and 55 years old (for women) to 58 years old (regardless of gender).
The age limit for generals remains 60 for men, and for women it increases from 55 to 60 years old.
The retirement age of reserve officers (including officers in the reserve force who are registered, managed, and trained to be ready to be mobilized into active service) is also proposed to be increased.
Accordingly, the retirement age of reserve officer lieutenants will increase from 51 to 53 years old. Majors will increase from 53 to 55 years old. Lieutenant Colonels will increase from 56 to 57 years old. Senior Colonels will increase from 57 to 59 years old. Colonels will increase from 60 to 61 years old. Generals will remain at 63 years old.
For the commander of the commune-level military command, the maximum age limit for service is implemented according to the provisions of the Labor Code.
According to the Government's submission, the retirement age of officers under current law is basically suitable for the characteristics of military activities, but it has not yet taken advantage of qualified, experienced, and healthy human resources; and has not yet ensured the regime and policies for a number of officers upon retirement according to the provisions of the Law on Social Insurance.
The draft law also adds provisions on the highest military rank for officer positions as general, colonel, and lieutenant. At the same time, it is proposed that the National Assembly assign the Government to specify the position with the highest military rank as lieutenant general, major general, and the highest military rank for officer positions and titles as general of newly established units and reorganized units to implement the conclusion of the Politburo.
The bill also amends and supplements regulations on the age of active officers considered for promotion from Colonel to Major General and Rear Admiral of the Navy, who must have at least 3 years of service remaining. In cases where they do not have 3 years of service remaining, upon request, the President will decide.
The bill proposes that officers be considered for early promotion when they have achieved outstanding achievements in combat or have been awarded medals in work or scientific research.
Successfully fulfill duties and tasks for which the current military rank is two or more ranks lower than the highest military rank prescribed for the position the officer is holding, or the current military rank is lower than the highest military rank for the command or management position.
Officers are considered for early salary increase if they achieve outstanding achievements in combat or are commended for their work or scientific research.
On the same day, the National Assembly discussed in the hall the implementation of the state budget in 2024, the state budget estimate, the central budget allocation plan in 2025; and some contents on adjusting and supplementing the state budget estimate.
