At the 47th session of the National Assembly Standing Committee on July 10, Minister of Justice Nguyen Hai Ninh presented the Government's proposal to adjust the 2025 legislative program and add 4 draft laws submitted by the Government.
Accordingly, the Government proposed to develop 4 draft laws including the draft Law on Savings and Combat of Wastefulness (replacement); the draft Law on Cyber Security; the draft Law on E-commerce; the draft Law on Judicial Assessment.
With the draft Law on Savings and Anti-waste, according to the Minister of Justice, this draft law has an scope of regulation including management and use of the state budget, state capital, public investment capital, public assets, labor, working time in the state sector; management, exploitation and use of resources, energy; production, business and consumption activities of organizations, households and individuals.
The draft law institutionalizes the direction of General Secretary To Lam and Directive 27 of the Politburo to build a culture of thrift and combating waste in the whole society.
In which, focusing on additional contents on "All-people savings and anti-waste Day" on May 31 every year; Incorporating educational content on savings and anti-waste in the national education system to form a culture and awareness of savings and anti-waste among the people.
At the same time, it creates a complete and synchronous legal basis for monitoring, detecting and handling wasteful behaviors.
Minister Nguyen Hai Ninh said that the draft law will add regulations to better identify wasteful behavior and sanctions according to Instruction 63 of the Central Steering Committee on preventing and combating corruption, waste and negativity.
Chairman of the Law and Justice Committee Hoang Thanh Tung said that the Standing Committee of the Committee and agencies agreed to the necessity of adding 4 projects to the 2025 legislative program, to be submitted to the National Assembly for consideration and approval at the 10th Session.
Regarding the draft Law on Savings and Combat Wastefulness, the majority of opinions of agencies agreed with the name as proposed by the Government.
According to Mr. Hoang Thanh Tung, changing the name to the Law on Savings and Combat Wastefulness needs to ensure not only a change in form but also the establishment of clear and general legal standards, including all principles, policies and measures to promote savings and prevent waste.
Concluding, Vice Chairman of the National Assembly Nguyen Khac Dinh stated that the National Assembly Standing Committee agreed to add 4 draft laws to the 2025 legislative program as proposed by the Government and agreed with the order and procedures for drafting the law as submitted by the Government.
