Grassroots hospital autonomy should be abolished

Participating in the discussion, National Assembly Deputy Nguyen Lan Hieu - Director of Hanoi Medical University Hospital (Hanoi delegation) - mentioned the health sector, about grassroots hospitals in rural and mountainous areas.
Delegate Nguyen Lan Hieu said that we have funding to invest in building hospitals, medical equipment and medical staff when policies increase allowances, continuous training... This is a very great motivation for the health sector to develop in the coming period.
However, with practical experience when going to remote areas, delegates found a mechanism that is not suitable for grassroots hospitals. That is the mechanism to encourage hospital autonomy in rural and mountainous areas. Grassroots hospitals currently play a key role in community health care. The hospital will take on both commune health stations, taking care of both medical examination and treatment and preventive medicine. The target audience is poor people with low incomes, so up to 99% of hospital income comes from health insurance.
According to the delegate, regular spending autonomy always creates a burden for medical staff here, and the phenomenon of quitting work is largely due to this reason. Experienced people will find their way back to the cities or open private clinics. Dynamic grassroots hospitals will develop new techniques, but under the pressure of autonomy, it leads to another problem, which is abuse of prescriptions, which is the concern of the people today.
From the above situation, delegates proposed that for grassroots healthcare in rural and mountainous areas, grassroots hospital autonomy should be abolished. At the same time, in the National Target Program, it is necessary to supplement financial resources to pay fixed salaries to grassroots healthcare workers in rural, mountainous, and particularly difficult areas.
Strengthen communication "Each couple should have two children
Participating in contributing opinions, delegate To Ai Vang (Can Tho delegation) said that the target of increasing the crude birth rate by 0.5 per thousand compared to 2025 is feasible but a breakthrough solution is needed.

To achieve the goals of the draft resolution, the delegate proposed that, in addition to implementing a mechanism to reward or support finance, employment, time and psychology for women who have two children, policies are very necessary to pay attention to the companionship of husbands, families, agencies, units and society.
Along with that, it is necessary to invest in obstetrics and pediatrics equipment, ensuring that 100% of commune health stations have midwives or obstetricians and pediatricians. At the same time, delegate To Ai Vang proposed strengthening communication with the message: "Each couple should have enough two children", creating a new social movement and standard.
Do not uniformly apply a common increase of 0.5 per thousand for all regions, it is necessary to flexibly regulate according to the birth rate of each region to be reasonable" - the Delegate proposed.
