The Politburo requested to completely resolve the regime and policies for cadres and civil servants affected by the restructuring of the apparatus.

On behalf of the Politburo, the Secretariat, and Politburo member, Standing member of the Secretariat Tran Cam Tu has just signed and issued Conclusion No. 183-KL/TW on actively implementing the operation of the 2-level local government model, strongly shifting the grassroots level to proactively grasp and manage the socio-economy, national defense and security.

In this conclusion, the Politburo and the Secretariat assigned the Government Party Committee to lead and direct the Ministry of Home Affairs to coordinate with relevant ministries and branches to implement:

Urgently continue to organize training and foster expertise and profession for commune-level civil servants and public employees; build a set of tools to evaluate work performance, as a measure of the quality of civil servants and public employees (to be completed before August 31, 2025).

Complete before August 31, 2025 the research, promulgation or proposal to competent authorities to issue regulations on regimes and policies, ensuring correlation between cadres and civil servants affected by the organizational arrangement such as:

- Cadres, civil servants, public employees and workers who have worked for 15 years or more in arduous, toxic, dangerous jobs or have worked for 15 years or more in areas with particularly difficult socio-economic conditions and are old enough to retire;

- Commune-level cadres and above who are receiving pension, disability allowance, and sick leave allowance;

- Workers working at Associations assigned by the Party and the State at the provincial and district levels;

- full-time union officials working under labor contracts (receiving salaries and allowances from union funds).

The Ministry of Justice urgently completes the review, synthesis, and consultation with ministries and branches to propose solutions to perfect the law, especially some provisions between laws, decrees, circulars on decentralization, delegation of authority, and division of authority when organizing a 2-level local government model that is still controversial, overlapping, not ensuring consistency or not specific enough, and clear enough for the locality to implement (to be completed before August 31, 2025).

Notably, in the conclusion, the Politburo and the Secretariat also assigned ministries, departments, branches and localities to direct the handling and final settlement of regimes and policies for cadres and civil servants affected by the organizational arrangement before August 31, 2025; after this time, it will end.
