According to the Government's Electronic Information Portal on August 10, the Government Steering Committee on science, technology development, innovation, digital transformation and Project 06 has just assigned the Ministry of Home Affairs to urgently coordinate with the Central Organizing Committee to develop and submit to the Government a Decree on the assessment and classification of civil servant quality.
This decree must propose the monitoring and evaluation of civil servants according to KPI ( Criteria for performance results of civil servants' duties) to start implementation from January 1, 2026.
Regarding this task, speaking at the recent Conference on the implementation of the 2-level local government model, Minister of Home Affairs Pham Thi Thanh Tra said that the ministry is developing a set of work efficiency assessment tools (KPI) for nationwide implementation.
Minister Pham Thi Thanh Tra suggested that localities proactively review and use KPI to detect early and promptly replace cadres who do not meet requirements.
"It does not meet the requirements of having to adjust and replace immediately to ensure the quality of the staff, especially at the commune level - where the workload is very large", said Minister Pham Thi Thanh Tra.
According to statistics from the Ministry of Home Affairs, the commune level alone is currently having to handle more than 500 administrative procedures and many tasks are decentralized from the district and provincial levels. Therefore, it is necessary to conduct a general review and rearrange the staff in accordance with the workload and practical requirements.
Meanwhile, according to Deputy Minister of Home Affairs Truong Hai Long, the Law on Cadres and Civil Servants 2025 recently passed by the National Assembly at the 9th Session clearly stipulates the principles, authority, content, and methods of evaluating and classifying civil servant quality based on regular, continuous, multi-dimensional monitoring and assessment with specific criteria associated with progress, quantity, and quality of results and products according to job position (KPI).
The management agency will use the evaluation results to implement rewards, additional income regimes, bonuses or consider arranging lower job positions or laying off employees to screen for those who do not meet the requirements of the task and leave the apparatus.
At the same time, specifically stipulate the responsibilities of the head in managing, evaluating and using civil servants with the right capacity and job position.
The 2025 Law on Cadres and Civil Servants also completes regulations on disciplinary action against cadres and civil servants. The Law abolishes the form of disciplinary dismissal for civil servants in leadership and management positions; does not continue to stipulate salary reduction as a form of disciplinary action, ensuring consistency and unity between Party discipline regulations and administrative discipline, synchronously using civil servant assessment results according to new regulations of the law.
