According to Lao Dong's investigation, Hanoi City has requested the Ministry of Home Affairs to study and consider reporting to the Government to decentralize to localities to proactively decide on the list of job positions.
Responding to this issue, the Ministry of Home Affairs said: The development of the list of job positions, job descriptions and competency frameworks for job positions is under the unified direction of the Standing Secretariat and guidance of the Central Organization Committee, ensuring compliance with the provisions of the Law on Cadres and Civil Servants, the Law on Public Employees and implementing guidelines.
Job positions are built with a high level of generalization according to the functions and tasks of each sector and field from the central to local levels, taking into account the complexity, nature, characteristics, scale of operations, scope of service objects, professional and technical management processes of the work according to the functions and tasks corresponding to each civil servant rank and professional title of public employees.
Job position names are implemented uniformly according to the instructions of the industry and sector management department, ensuring unity, connectivity and synchronization in the political system.
Therefore, the Ministry of Home Affairs said that localities need to base on the list of job positions that have been guided by the ministry managing the industry and field to decide appropriately for each agency and unit, ensuring unity, connectivity and synchronization in the entire political system.
Regarding job positions, the Ministry of Home Affairs said that, implementing the direction of the Deputy Prime Minister in Official Dispatch No. 465/VPCP-TCCV dated January 19, 2024 on applying simplified procedures and processes to Circulars guiding job positions, currently, 2 Ministries have issued Circulars amending and supplementing Circulars guiding job positions, namely the Ministry of Home Affairs and the Ministry of Information and Communications.
According to the Ministry of Home Affairs, other ministries and branches are currently reviewing. In case there are any problems or difficulties that require amendments or supplements to the Circulars, they will be developed and issued according to simplified procedures.
