The provinces of Ha Nam, Quang Ngai and Hanoi have just requested the Ministry of Home Affairs to amend and supplement circulars guiding job positions.
Responding to this proposal, the Ministry of Home Affairs said that, implementing the direction of the Deputy Prime Minister in Official Dispatch No. 465/VPCP-TCCV dated January 19, 2024 on applying simplified procedures and processes to Circulars guiding job positions, currently 2 Ministries have issued Circulars amending and supplementing Circulars guiding job positions.
The Minister of Home Affairs issued Circular No. 06/2024/TT-BNV dated June 28, 2024 amending and supplementing a number of articles of Circular No. 12/2022/TT-BNV providing guidance on leadership and management positions of civil servants; shared professional skills; support and service in administrative agencies and organizations and shared professional job title positions; support and service in public service units;
Circular No. 04/2024/TT-BNV dated June 27, 2024 amending and supplementing a number of articles of Circular No. 13/2022/TT-BNV dated December 31, 2022 guiding the determination of civil servant rank structure.
The Minister of Information and Communications issued Circular No. 01/2024/TTBTTTT dated March 29, 2024 amending and supplementing the appendix issued with Circular No. 09/2023/TT-BTTTT dated July 28, 2023 guiding the job positions of civil servants specializing in Information and Communications in agencies and organizations in the Information and Communications sector and field;
Circular No. 08/2023/TT-BTTTT dated July 28, 2023 providing guidance on leadership and management positions and professional titles of specialized civil servants; the structure of civil servants according to professional titles in public service units in the information and communications sector.
According to the Ministry of Home Affairs, other ministries and branches are currently reviewing. In case there are any problems or difficulties that require amendments or supplements to the Circulars, they will be developed and issued according to simplified procedures.
According to Mr. Nguyen Tien Dinh - former Deputy Minister of Home Affairs, in order to build a system of job positions associated with restructuring the team of cadres, civil servants, public employees and reforming salary policies, moving towards paying salaries according to job positions as required by Resolution No. 27-NQ/TW, the construction of job positions needs to be implemented synchronously, uniformly, ensuring connectivity between agencies, organizations, and units in the entire political system and must meet a number of requirements.
"It is necessary to develop a list of job positions, job descriptions and competency frameworks for job positions under the unified direction of the Standing Secretariat and guidance of the Central Organization Committee, ensuring compliance with the provisions of the Law on Cadres and Civil Servants, the Law on Public Employees and implementing guidelines," said Mr. Dinh.
